Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, for Thursday, 2 April 2015, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Muamer Bacevac, Ljiljana Kosoric, Enis Imamovic, Dragan Jovanovic, Aleksandar Senic, Srdjan Dragojevic, Borislav Stefanovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. Bill on Inspection Oversight, submitted by the Government;
2. Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”, submitted by the Government;
3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
4. Proposal of an authentic interpretation of the provision of Article 13, Paragraph 3, Item 5) of the Law on the Basis of the System of Education and Upbringing, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly.

The Chair, National Assembly Deputy Speaker MA Igor Becic, asked the MPs to observe a minute of silence to pay respects to the tragic death of the Kosovo Assembly MP from the Srpska (Serb) List, Velimir Rakic.

The National Assembly accepted the proposal of MP Zoran Babic to conduct a debate in detail on the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”, immediately after the debate on the Bill in principle is completed.

The National Assembly then commenced a debate in principle on the Bill on Inspection Oversight, submitted by the Government. Deputy Prime Minister and Minister of Public Administration and Local Self-Government Dr Kori Udovicki provided the rationale for the Bill, on the behalf of the submitter.

For the remainder of the day, the National Assembly conducted and finally concluded the debate in principle on the Bill on Inspection Oversight.

On the second day of the proceedings, 7 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs MA Aleksandra Jerkov, Dr Janko Veselinovic, Dragan Sormaz and Zlata Djeric, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence a debate in principle on the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”. National Assembly Speaker Maja Gojkovic informed the MPs that the sitting was attended by the Prime Minister of the Republic of Serbia Aleksandar Vucic and all the ministers of the Serbian Government, Mayor of Belgrade Sinisa Mali, State Secretary at the Ministry of Finance Srdjan Kokotovic, State Secretary at the Ministry of Construction, Transport and Infrastructure Aleksandar Damjanovic, Assistant Minister of Finance Radmila Jagodic, Assistant Minister of Construction, Transport and Infrastructure Djordje Milic and senior advisor at the Ministry of Finance Sasa Novakovic.

Prime Minister Aleksandar Vucic provided the rationale for the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”.

By the end of the day, the MPs had concluded the debate in principle on the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”.

On the third day of the proceedings, 8 April, the National Assembly completed a single debate on the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council. The Decision Proposal was elaborated by Miroljub Tomic, High Judicial Council member from the rank of judges.

The National Assembly also commenced and concluded a debate on the Proposal of an authentic interpretation of the provision of Article 13, Paragraph 3, Item 5) of the Law on the Basis of the System of Education and Upbringing, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly. The Proposal was elaborated by the Chairman of the Committee on Constitutional and Legislative Issues Dr Aleksandar Martinovic as representative of the submitter.

On the fourth day of the proceedings, 9 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Zika Gojkovic, Dubravka Filipovski, Marijan Risticevic, Marko Djurisic and Ivan Jovanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”, submitted by the Government.

On the behalf of the MPs and herself, the Chair, National Assembly Speaker Maja Gojkovic, greeted the students of the Philological Grammar School of Belgrade who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day, the MPs had concluded the debate in detail on the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”.

As the National Assembly had concluded the debate in principle and in detail on the Bill, the Chair, National Assembly Speaker Maja Gojkovic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Speaker Maja Gojkovic set Thursday, 9 April 2015, as Voting Day on item 2 on the agenda – the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”, starting at 11.44 pm.

On Voting Day, 9 April, by a majority vote, the National Assembly passed the Bill on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building License for the Realisation of Project “Belgrade Waterfront”.

On the fifth day of the proceedings, 15 April, the National Assembly commenced and concluded a debate in detail on the Bill on Inspection Oversight.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, and considering that it had already voted on item 2, National Assembly Speaker Maja Gojkovic set Wednesday, 15 April 2015, as Voting Day on items 1, 3 and 4 on the agenda for the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 3.15 pm.

Voting Day

On Voting Day, 15 April, by a majority of MPs’ votes, the National Assembly passed the Bill on Inspection Oversight.

The National Assembly also adopted, by majority vote, the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, and the Proposal of an authentic interpretation of the provision of Article 13, Paragraph 3, Item 5) of the Law on the Basis of the System of Education and Upbringing, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Third Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015.
