As of 31 March 2009, the sessions of the National Assembly of the Republic of Serbia have been held at the Grand Hall of the National Assembly House and from that date on the National Assembly Support Service has been keeping electronic records on the votes taken by the National Assembly as part of the conference system installed at the National Assembly House (complete voting listings on bills are available at the NARS website for the duration of the current National Assembly legislature).

31 August 2009 saw the introduction of MPs’ electronic attendance records at the National Assembly sessions based on the activation of the MP’s ID card.

The keeping of electronic records on the MPs’ activities at the National Assembly sessions was finalized in March 2010 with the activation of records of discussion times of the MPs, Prime Minister and ministers at the assembly sessions.

The eParliament system is in the process of being integrated into the conference system which will make the records of the voting on the bills in detail (per amendment) also available at the National Assembly website (www.parlament.rs).

According to the records of the National Assembly Support Service department in charge, as of 9 January 2017 the National Assembly Support Service employs 427 members of staff – civil servants and other employees.

The right to bonuses, fees, compensation of expenses related to the performance of their office and other income belonging to an MP at the National Assembly are regulated by the Law on salaries of MPs in the National Assembly of the Republic of Serbia (Official Gazette of RS, No.7/91, 22/91, 28/91, 48/91, 68/91, 44/98 and 34/01). Pursuant to said Law, an MP fully employed by another employer, self-employed or an old age pensioner decides whether he/she wishes to be fully employed at the National Assembly or receive the difference between the income they earn i.e. their pension and full salary belonging to a fully employed MP. To do so he/she must submit a written request for full employment at the National Assembly or for compensation in the amount of the difference between the income they earn i.e. their pension and the full salary belonging to a fully employed MP to the National Assembly’s Committee on Administrative, Budgetary, Mandate and Immunity Issues which then passes the appropriate documents relating to MP status issues unless the Law stipulates otherwise.

Pursuant to article 71, paragraph 2 of the Law on the National Assembly (Official Gazette of RS, No. 9/10) services of internal security and order keeping in the building and on the premises of the National Assembly are provided by the members of the security services of the Ministry of Interior with the assent of the National Assembly Secretary General. The documents of the National Assembly’s Administrative Committee regulating internal order in the buildings used by the National Assembly are available on the National Assembly’s website www.parlament.rs.

The gross daily variable expenses of a National Assembly session in 2014 cost 1,437,381 RSD.

Expenditures directly related to a National Assembly session are as follows: transportation cost compensation for the MPs’ arrival to the session, MPs’ accommodation expense compensation, National Assembly Service staff overtime pay, compensation for a medical team, police, fire services, restaurant employees, as well as other persons engaged during the National Assembly session.

These daily expenses are not fixed, but depend on the number of MPs attending the National Assembly session, the number of employees engaged depending on the agenda of the session and the number of persons on duty during the session, obliged to be on duty for the duration of the session.

The total variable costs related to National Assembly sessions in the period January - December 2012, amounted to 100,692,045 RSD, 63 sessions were held in said period, with one day of assembly session in 2012 costing 1,598,286 RSD on average,

The National Assembly Support Service keeps official attendance records for the sessions of the National Assembly and its working bodies. Also, the MPs who come to the sessions of the National Assembly and its working bodies by private car, sign a statement confirming the use of their private car, stating the license plate, length of the drive, number of kilometers travelled and the date of the sitting of the National Assembly, i.e. its working body. Based on the official records kept by the National Assembly Support Service and the MPs’ signed statements, the National Assembly Support Service – Financial and Material Affairs Sector fills a payment order for the appropriate reimbursement containing: the MP’s first and last name, grounds for reimbursement of expenses (session, working body) and the calculated expense reimbursement signed by the liquidator, treasurer and MP being reimbursed.
