National Assembly Secretary General

• assists National Assembly Speaker and Deputy Speakers in preparing the sittings,
• sees to the implementation of decisions and conclusions of the National Assembly,
• manages the National Assembly Support Service,
• performs other duties stipulated by the law and the Rules of Procedure.

At the First (constituting) sitting of the National Assembly, on June 6, 2016, Svetislava Bulajic, Master of Legal Sciences, was appointed National Assembly Secretary General.
The Secretary General of the National Assembly is appointed by the National Assembly, acting on the proposal of the Speaker of the National Assembly.

The Secretary General assists the National Assembly Speaker and Deputy Speakers in preparing the sittings, sees to the implementation of decisions and conclusions of the National Assembly, manages the National Assembly Support Service and performs other duties stipulated by the law and the Rules of Procedure.

The Secretary General is accountable for his/her work to the National Assembly and the National Assembly Speaker.

The term of office of the Secretary General is terminated on the day of the appointment of a Secretary General of a new the National Assembly convocation, by resignation or dismissal.

The Secretary General of the National Assembly has a deputy who assists him/her in the work and substitutes him/her in case of absence or inability to work.

The Deputy Secretary General is appointed by the National Assembly upon proposal of the Secretary General with the approval of the Speaker of the National Assembly.

The number of Deputies of the Secretary General is stipulated by the Rules of Procedure.
A Deputy Secretary General is accountable for his/her work to the National Assembly, the Speaker of the National Assembly and the Secretary General.

The term of office the Deputy Secretary General is terminated on the day of the appointment of a Deputy Secretary General of the new National Assembly convocation, by resignation or dismissal.

National Assembly Support Service

The Decision on the Organisation and Operation of the National Assembly Support Service (Official Gazette of RS No. 62/06) regulates the organisation and operation of the National Assembly Support Service, the positions and jobs of those employed in it, and other issues of importance for the operation of the Service.

The National Assembly Support Service provides expert and other services for the National Assembly, its working bodies, MPs, National Assembly Speaker and Deputy Speakers and parliamentary groups at the National Assembly, as well as certain services for the Republic Electoral Commission. The rights and duties of civil servants and other employees of the National Assembly Support Service are regulated by laws and other regulations relating to civil servants and other employees of state authorities, general regulations on labour and special collective contracts for state authorities.

The National Assembly Support Service is managed by the Secretary General who enacts a Rulebook on the internal organisation and job systematisation of the National Assembly Support Service. The Secretary General drafts the National Assembly budget and is the person responsible for instructing the financial and material transactions of the National Assembly and the National Assembly Support Service.

The Secretary General is accountable for the work of the Support Service to the National Assembly and the National Assembly Speaker.
