Calendar and deadlines provided in the Law on Budget System

The following is the calendar of events at the level of the Republic of Serbia in accordance with the Law on Budget System, as provided in Article 31 of the Law on Budget System.
JanuaryFebruaryMarch
(1) February 15 – The Minister instructs budget beneficiaries to propose priority areas of financing;(2) March 15 – On the basis of instructions from Sub-Item (1) of this Item, direct beneficiaries of the Budget of the Republic of Serbia submit proposals to the Ministry for determination of priority areas of financing for the budget year and the two following fiscal years;
AprilMayJune
April 30 – In cooperation with the Ministries and institutions in charge of economic policy and the economic system, the Minister prepares the Report on Fiscal Strategy which contains economic and fiscal policies of the Government as well as forecasts for the budget year and the two following fiscal years;(4) May 15 – The Minister forwards the Draft Report on the Fiscal Strategy to the Fiscal Council;(5) June 15 – The Fiscal Council provides its opinion about the Draft Report on Fiscal Strategy;
July AugustSeptember

(6) July 1 – The Minister forwards the Government the Proposed Report on Fiscal Strategy for adoption; (7) July 15 – The Government adopts the Report on Fiscal Strategy and forwards it to the National Assembly for reviewing;

(8) August 1 – The Minister forwards the instructions for the preparation of the Budget of the Republic of Serbia;

(9) August 1 – The Minister forwards the Report on Fiscal Strategy to local governing bodies and to organizations for mandatory social insurance;

(10)August 31 – The National Assembly forwards the Government comments and recommendations regarding the Report on Fiscal Strategy;

(11) September 15 – Direct beneficiaries of the Budget of the Republic of Serbia and organizations for mandatory social insurance forward their proposed mid-term and financial plans to the Ministry;
OctoberNovemberDecember

(12) October 1 – At the proposal of the Minister, the Government adopts the revised Report on Fiscal Strategy containing information about financial and other effects of new policies, taking into consideration the macro-economic framework updated on April 30;

(13) October 5 – The Government forwards the revised Report on Fiscal Strategy to the National Assembly;

(14) October 15 – The Minister forwards the Draft Law on Budget of the Republic of Serbia, draft decisions on the approval of financial plans of organizations for mandatory social insurance, along with financial plans of organizations for mandatory social insurance;

(15) November 1 – The Government adopts the Bill on Budget of the Republic of Serbia and forwards it to the National Assembly, along with draft decisions on the approval of financial plans of organizations for mandatory social insurance and financial plans of organizations for mandatory social insurance;(16) December 15 – The National Assembly adopts the Law on Budget of the Republic of Serbia and decisions on the approval of financial plans of organizations for mandatory social insurance.
