Second Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature
The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Second Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, for Tuesday, 15 April 2025, starting at 10 am.
For the Second Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, the National Assembly Speaker ascertained an agenda bearing one item:
- Election of the Government and oath taking by the Prime Minister and members of the Government.
In addition to the MPs and candidates for Prime Minister and Government members, today’s sitting was also attended by the Speaker of the Assembly of AP Vojvodina, Governor of the National Bank of Serbia, President of the Constitutional Court, representatives of traditional churches and religious communities, representatives of the judiciary, representatives of the Serbian Armed Forces, Serbian Academy of Sciences and Arts, rectors of universities founded by the Republic of Serbia, representatives of the authorities of the Republic of Serbia and independent regulatory bodies. Today’s sitting was also attended by the heads of the diplomatic-consular missions and international organisations in the Republic of Serbia who were all greeted by Speaker Ana Brnabic on the behalf of the National Assembly and her own behalf.
In the continuation of the sitting, Prime Minister designate Prof. Dr Djuro Macut presented the programme of the future Government of the Republic of Serbia and proposed its composition.
The National Assembly commenced the single debate on the only item on the agenda.
In line with articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Snezana Paunovic before the expiry of the term she was elected for, in the day she tendered her resignation.
On the second day of the proceedings, 16 April 2025, the National Assembly continued and by the end of the day completed the debate on the only item on the agenda.
Based on the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly verified the term of office of MP Sanja Calovic who proceeded to take the oath of office.
As the National Assembly completed the debate, National Assembly Speaker Ana Brnabic set Wednesday, 16 April 2025, as Voting Day on the only item on the agenda of the Second Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature, starting at 4.30 pm.
Voting Day
On Voting Day, 16 April 2025, the National Assembly ruled on the violation of Article 96, paragraphs 3 and 4 of the Rules of Procedure that MP Doc. Dr Biljana Djordjevic complained of in the course of the sitting and found that the provisions of the Rules of Procedure had not been violated.
On Voting Day, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government by roll call.
By a majority of 153 MPs’ votes, the National Assembly adopted the Government’s programme and elected Prof. Dr Djuro Macut Prime Minister of the Republic of Serbia and the members of the Government in the proposed composition: First Deputy Prime Minister and Minister of Finance Sinisa Mali; Deputy Prime Minister and Minister of the Interior Ivica Dacic; Deputy Prime Minister and Minister of Economy Adrijana Mesarovic; Minister of Agriculture, Forestry and Water Management Prof. Dr Dragan Glamocic; Minister of Environmental Protection Sara Pavkov; Minister of Construction, Transport and Infrastructure Aleksandar Sofonijevic; Minister of Mining and Energy Dubravka Djedovic Handanovic; Minister of Domestic and Foreign Trade Jagoda Lazarevic; Minister of Justice Nenad Vujic; Minister of Public Administration and Local Self-Government Snezana Paunovic; Minister of Human and Minority Rights and Social Dialogue Demo Berisa; Minister of Defence Bratislav Gasic; Minister of Foreign Affairs Marko Djuric; Minister of European Integration Nemanja Starovic; Minister of Education Prof. Dr Dejan Vuk Stankovic; Minister of Health Dr Zlatibor Loncar; Minister of Labour, Employment, Veteran and Social Affairs Milica Djurdjevic Stamenkovski; Minister of Family Welfare and Demography Jelena Zaric Kovacevic; Minister of Sport Zoran Gajic; Minister of Culture Nikola Selakovic; Minister of Rural Welfare Milan Krkobabic; Minister of Science, Innovation and Technological Development academician Bela Balint; Minister of Tourism and Youth Husein Memic; Minister of Information and Telecommunications Dr Boris Bratina; Minister for Public Investment Darko Glisic; Minister without portfolio Novica Toncev; Minister without portfolio Djordje Milicevic; Minister without portfolio Usame Zukorlic; Minister without portfolio Dr Nenad Popovic and Minister without portfolio Tatjana Macura.
National Assembly Speaker Ana Brnabic congratulated the Prime Minister, deputy prime ministers and ministers on being elected, on behalf of the MPs and citizens of the Republic of Serbia.
Oath Taking by the Prime Minister and Members of the Government
Following the vote, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading and signing the text of the oath after which the mixed choir of the Ministry of Defence “Stanislav Binicki” performed the national anthem of the Republic of Serbia.
The Prime Minister, deputy prime ministers and ministers took the oath of office in the presence of the President of the Republic of Serbia Aleksandar Vucic, the Speaker of the Assembly of AP Vojvodina, Governor of the National Bank of Serbia, representatives of traditional churches and religious communities, representatives of the judiciary, representatives of the Serbian Armed Forces, Serbian Academy of Sciences and Arts, rectors of universities founded by the Republic of Serbia, representatives of the authorities of the Republic of Serbia and independent regulatory bodies.
As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Ana Brnabic concluded the Second Special Sitting of the National Assembly of the Republic of Serbia, 14th Legislature.
