Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024

The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024 for Monday, 25 November 2024, starting at 10 am.


Before the beginning of the sitting, the MPs paid their respects by a minute’s silence to the victims of the tragedy in Novi Sad on 1 November 2024 and the late MP Dragan Markovic.

The National Assembly adopted the following agenda:

  1. Republic of Serbia 2025 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2025 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2025 Financial Plan, submitted by the Government;

  7. Bill on Granting the Guarantee of the Republic of Serbia in favour of German Development Bank KfW, Frankfurt am Main for the Borrowing of JSC Elektromreza Srbije (EMS), Belgrade (project “Regional Programme for Energy Efficiency in the Transmission Sector II – Trans-Balkan Electricity Corridor, Section III and Section IV”), submitted by the Government;

  67. Bill on the Confirmation of the Protocol between the Republic of Serbia and Hungary amending the Agreement between the Federal Republic of Yugoslavia and the Republic of Hungary on Avoidance of Double Taxation with respect to Taxes on Income, submitted by the Government;
  68. Bill amending and modifying the Law on Alternative Investment Funds, submitted by the Government.
At the proposal of MP Ana Brnabic the National Assembly accepted, by majority vote, to complete a joint debate in principle and single debate on all the items on the agenda.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Vladan Zagradjanin and Dragana Lukic before the expiry of the term they were elected for, on the day on their resignation, and MP Dragan Markovic on the day of his death.

As it had received the resignations of Government members Goran Vesic, Minister of Infrastructure and Energy, and Tomislav Momirovic, Minister of Domestic and Foreign Trade, the National Assembly noted the end of their functions as ministers in the Government.

The National Assembly then began the joint debate in principle and single debate, with the representative of the submitter, Prime Minister Milos Vucevic presenting the bills. The sitting is attended by Government ministers and other representatives of the submitters.

After the incident in the National Assembly, National Assembly Speaker Ana Brnabic called recess after which, as no one requested the floor, she concluded the joint debate in principle and single debate on all the items on the agenda.

As no one requested the floor in the debate in detail of items 1, 2, 3, 6, 9, 12, 16, 18, 21, 24, 26, 27, 28, 29, 30 and 31 on the agenda, the National Assembly Speaker concluded the debate in detail on all the bills listed as the abovementioned items on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024.

National Assembly Speaker Ana Brnabic set Wednesday, 27 November 2024, as Voting Day on all the items on the agenda of the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2024, starting at 10.00 аm.

Voting Day

On Voting Day, 27 November 2024, before voting on the items on the agenda, based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MPs Marko Milenkovic, Vojislav Vujic and Aleksandar Antic, after which the newly-elected MPs took the oath of office.

By 144 MP’s votes, the National Assembly then adopted the Republic of Serbia 2025 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2025 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2025 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2025 Financial Plan, submitted by the Government.

The Proposal of the Republic of Serbia Energy Development Strategy up to 2040 with projections to 2050 and the Proposal of the Decision on the election of members of the Council of the Republic of Serbia Energy Agency, submitted by the Government, were also adopted on Voting Day.

The MPs elected Miroslava Djosic, Veran Zecar, Dr Sinisa Milosevic and Danijela Bokan for members of the Commission for the Protection of Competition, and Nebojsa Peric for President of the Commission for the Protection of Competition, at the proposal of the Committee on the Economy, Regional Development, Trade, Tourism and Energy.

The MPs also accepted the Proposal of the Decision on the appointment of the standing composition of the Republic Electoral Commission, submitted by the National Assembly Speaker, as well as the Proposal of the Decision to grant consent to the Regulatory Authority for Electronic Media 2025 Financial Plan, Proposal of the Decision to grant consent to the Republic of Serbia Energy Agency 2025 Financial Plan and the Proposal of the Decision to grant consent to the Securities Agency 2025 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.

On Voting Day, the National Assembly adopted the proposals of the decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group and the PUPS – Solidarity and Justice Parliamentary Group.

The proposals of the decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the People’s Movement of Serbia - New Face of Serbia Parliamentary Group and the NEW DSS – POKS (NADA) Parliamentary Group were not adopted.

The MPs accepted the Proposal of the Decision amending the Decision on the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by the National Assembly Speaker, and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group.
