First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025
The Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025, for Tuesday, 4 March 2025, starting at 10 am.
Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Mitar Kovac, Milija Miletic, Prof. Dr Mirka Lukic-Sarkanovic and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The following agenda has been proposed for the sitting:
- Bill amending and modifying the Law on Higher Education, submitted by the Government;
- Bill amending and modifying the Law on Foundations of the System of Education and Upbringing, submitted by the Government;
- Bill amending the Law on Primary Education and Upbringing, submitted by the Government;

- Bill amending the Law on Salaries of Civil Servants and State Employees, submitted by the Government;

- Bill amending the Law on Agriculture and Rural Development, submitted by the Government;

- Bill Granting Guarantee of the Republic of Serbia in benefit of Banka Postanska Stedionica Joint Stock Company Belgrade for Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, for the Financing of the Development of the Distribution Network, Including the Rehabilitation of the Gas Pipeline System and Strengthening of Transportation and Storage Capacities in the Republic of Serbia, submitted by the Government;
- Bill on the Provision of a Guarantee by the Republic of Serbia in favour of Banca Intesa AD Belgrade and Bank Postanska Stedionica Aksionarsko Drustvo Belgrade for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, based on the Loan Agreement for the Construction of the Distribution Gas Pipeline Leskovac-Vranje, submitted by the Government;
- Bill on the Granting of a Guarantee of the Republic Of Serbia in favour of OTP Bank of Serbia Akcionarsko Drustvo Novi Sad and Banka Postanka Stedionica Akcionarsko Drustvo Beograd for Settlement of Obligations of the Public Enterprise "Srbijagas" Novi Sad, on the basis of the Agreement about the Loan for the Construction of Transmission Stations Horgos, Underground Gas Storage Banatski Dvor and Loznica, submitted by the Government;
- Bill on Granting a Guarantee of the Republic of Serbia in favour of Bank Intesa AD Belgrade for the Settlement of the Obligations of the Public Enterprise "Srbijagas" Novi Sad, on the basis of a Loan Agreement for the Construction of the Gas Pipeline Belgrade-Valjevo-Loznica, submitted by the Government;

- Bill on the Confirmation of the Guarantee Agreement between EUROFIMA European Company for the Financing of Railroad Rolling Stock and the Republic of Serbia, acting through the Ministry of Finance, regarding Government Guarantee under Article 5 Eurofima Convention, submitted by the Government;
- Bill on the Confirmation of the EPS GREEN FINANCING A Finance Contract between the Republic of Serbia and the European Investment Bank, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement (Novi Sad Solar-Thermal Plant Project) between the Republic of Serbia and the European Investment Bank, submitted by the Government;

- Bill on the Confirmation of the Credit Facility Agreement N° CRS1028 01 G between Agence Française de Developpement as the Lender and the Republic of Serbia as the Borrower for Project “Phase 2 of the Serbia Railway Sector Modernization Programme”, submitted by the Government;
- Bill on the Confirmation of the Loan Agreement Serbian Solid Waste Programme Phase III between the Republic of Serbia and the European Investment Bank, submitted by the Government;
- Bill on the Confirmation of the Credit Facility Agreement N° CRS1029 01 H between Agence Française de Developpement and the Republic of Serbia, submitted by the Government;

- Proposal that MP Nevena Djuric be elected National Assembly Deputy Speaker, submitted by 109 MPs of the National Assembly of the Republic of Serbia;
- List of Candidates for the election of three members of the Council of the Commission for State Aid Control, submitted by the Committee on Finance, State Budget and Control of Public Spending;
- Proposal of the Decision on the election of President and four members of the National Bank of Serbia Governor’s Council, submitted by the Committee on Finance, State Budget and Control of Public Spending;
- Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the ALEKSANDAR VUCIC – Serbia Must Not Stop Parliamentary Group;

- Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the Government;
- Bill on Borrowing of the Republic of Serbia from OTP Banka Serbia A.S. Novi Sad for the Needs of Financing the Project for the Construction of the High-Speed Transport Line, Section Pozarevac – Golubac (Danubian Highway), submitted by the Government;
- Proposal of the Decision on the dismissal of member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society;
- Proposal of the Decision on the dismissal of member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society;
- Proposal of the Decision on the dismissal of member of the National Council for Higher Education, submitted by the Committee on Education, Science, Technological Development and the Information Society, and
- Bill amending and modifying the Law on Free Access to Information of Public Importance, submitted by the Government.
At the proposal of MP Ana Brnabic the National Assembly accepted, by majority vote, to complete a joint debate in principle on the bills listed as items 1 to 32 and items 65 and 66 on the agenda, as well as a joint single debate on the bills listed as items 33 to 55 and a joint single debate on the proposals of acts listed as items 56 to 64 and 67 to 70 on the agenda.
The National Assembly noted the resignations tendered to the post of MP by Dr Zivan Bajic and Dr Branko Vujkovic.
The National Assembly then commenced a joint debate in principle on the bills listed as items 1 to 32 and items 65 and 66 on the agenda. The bills were presented, on behalf of the submitter, by First Deputy Prime Minister and Minister of Finance Sinisa Mali.

At the beginning of the second day of the proceedings, 5 March 2025, National Assembly Speaker Ana Brnabic informed the MPs that the Head of the National Assembly’s standing delegation to the Parliamentary Assembly of the Council of Europe (PACE) Biljana Pantic Pilja had informed her that the request of the fake republic of Kosovo to be guest at the meeting of the PACE Committee on Political Affairs and Democracy was removed from the agenda and thanked the delegation for its considerable efforts.
In line with Article 157, paragraph 3 of the Rules of Procedure, the National Assembly continued the proceedings with a debate in detail on the Bill amending and modifying the Law on Higher Education.
Based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly verified the term of office of MPs Nevena Veinovic and Ninoslav Eric who then took the oath of office.
By the end of the day, the National Assembly completed the debate in detail on the Bill amending and modifying the Law on Higher Education, as well as on the Bill amending and modifying the Law on Foundations of the System of Education and Upbringing, Bill amending the Law on Primary Education and Upbringing, Bill amending and modifying the Law on Secondary Education and Upbringing, and the Bill on Central Register of Beneficial Owners.
On the third day of the proceedings, 6 March 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Slobodan Nikolic, Irena Zivkovic, Milos Parandilovic and Dr Ugljesa Mrdic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly continued the debate in detail on items 5 to 11, 13 to 21, 23 to 25, 27 to 32 and 65 and 66 on the agenda.
As the National Assembly had completed the debate on items 1 to 32 and 65 and 66 on the agenda, the Chair, National Assembly Deputy Speaker Snezana Paunovic set Thursday, 6 March 2025, as Voting Day on items 1 to 32 and 65 and 66 on the agenda of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025, starting at 3 pm.

On Voting Day, 6 March 2025, by majority vote, the National Assembly adopted the bills listed as items 1 to 32 and items 65 and 66 on the agenda of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025.
On the fourth day of the proceedings, 11 March 2025, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Borislav Novakovic, Sonja Pernat, Stefan Krkobabic, Jovan Janjic, Milija Miletic, Radomir Lazovic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly then commenced the joint single debate on the bills listed as items 33 to 55 on the agenda, presented on behalf of the submitter by First Deputy Prime Minister and Minister of Finance Sinisa Mali and other line ministers in the Government of the Republic of Serbia.
In the course of the sitting, the Chair, National Assembly Deputy Speaker Marina Ragus informed the MPs that the National Assembly had received the resignation of MP Ninoslav Eric as well as a Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues. Pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Ninoslav Eric before the expiry of the term she was elected for on the day he tendered his resignation and the vacated seat in the National Assembly will be filled in accordance with the Law on Election of MPs.
