Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Monday, 21 December 2015, starting at 10 am.


The National Assembly established the following agenda:

1. Candidate List for the election of Prosecutor for Organised Crime and Candidate List for the election of Prosecutor for War Crimes, submitted by the Government;
2. Proposal of the Decision on the Election of Public Prosecutor at the Higher Public Prosecutor’s Office in Belgrade, submitted by the Government;
3. Proposal of the Decision on the Election of Public Prosecutor at the Higher Public Prosecutor’s Office in Leskovac, submitted by the Government;
4. Proposal of the Decision on the Election of Public Prosecutor at the Higher Public Prosecutor’s Office in Novi Pazar, submitted by the Government;
5. Proposal of the Decision on the Election of Public Prosecutor at the Higher Public Prosecutor’s Office in Negotin, submitted by the Government;

Bill Granting Guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia JSC Belgrade to Settle the Obligations of Public Enterprise Srbijagas Novi Sad under the Long-Term Loan Contract for the Construction of Distribution Gas Pipeline Aleksandrovac – Brus – Kopaonik – Raska - Novi Pazar - Tutin, submitted by the Government;

68. Bill amending and modifying the Law on the Right to Free Shares and Financial Compensation to the Citizens in the Privatisation Process, submitted by the Government;
69. Bill on Recovery after Natural and Other Disasters, submitted by the Government;
70. Bill on Temporary Regulation of Payment of Fees for the Public Media Service, submitted by the Government;
71. Bill amending and modifying the Law on Scientific Research Activity, submitted by the Government;
72. Bill amending and modifying the Law on Agricultural Land, submitted by the Government;
73. Bill on Soil Protection, submitted by the Goverment;
74. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Democratic Party Parliamentary Group.

The National Assembly accepted the proposal of MP MA Igor Becic to complete a joint single debate on items 1 through 53 on the agenda, a joint debate in principle and single debate on items 54 through 71 on the agenda, and a joint debate in principle on items 72 and 73 on the agenda for the sitting.

The National Assembly then proceeded to commence the joint single debate on items 1 through 53 on the agenda, elaborated by Minister of Justice Nikola Selakovic as representative of the submitter.

By the end of the day the National Assembly had completed the joint single debate on items 1 through 53 on the agenda.

As the National Assembly had completed the joint single debate, pursuant to article 87, paragraph 5, of the National Assembly Rules of Procedure, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic set Monday, 21 December, as Voting Day on items 1 through 53 on the agenda for the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 6.30 pm.

Voting Day

On Voting Day, 21 December, by majority vote, the National Assembly ruled on the Candidate List for the election of Prosecutor for Organised Crime and elected Mladen Nenadic by 139 votes. National Assembly Speaker Maja Gojkovic congratulated the new Prosecutor for Organised Crime and wished him success.

By majority vote, the National Assembly also ruled on the Candidate List for the election of Prosecutor for War Crimes. Since none of the nominated candidates won the required number of votes, the National Assembly did not elect a Prosecutor for War Crimes.

By majority vote, the MPs passed the decision proposals for the election of public prosecutors at the higher prosecutor’s offices in Belgrade, Leskovac, Novi Pazar, Negotin, Cacak, Prokuplje, Vranje, Nis, Valjevo, Smederevo, Sremska Mitrovica, Subotica, Sombor, Zrenjanin, Sabac, Kragujevac, Krusevac, Kraljevo and Jagodina, submitted by the Serbian Government.

By majority vote, the National Assembly also passed the decision proposals for the election of public prosecutors at the First Basic Public Prosecutor’s Office in Belgrade, Second Basic Public Prosecutor’s Office in Belgrade and Third Basic Public Prosecutor’s Office in Belgrade, as well as the proposals for the election of public prosecutors at the basic prosecutor’s offices in Kragujevac, Pozega, Leskovac, Lebane, Raska, Obrenovac, Lazarevac, Vladicin Han, Veliko Gradiste, Pozarevac, Uzice, Ub, Gornji Milanovac, Smederevo, Sremska Mitrovica, Vrsac, Novi Sad, Subotica, Backa Palanka, Senta, Becej, Zrenjanin, Kikinda, Arandjelovac, Jagodina, Trstenik, Kraljevo, Cacak, Krusevac and Paracin.

The National Assembly then proceeded to complete a joint debate in principle and single debate on items 54 through 71 on the agenda which were elaborated by representatives of the submitter Minister of Economy Zeljko Sertic, Minister of Education, Science and Technological Development Srdjan Verbic and Minister of Finance Dusan Vujovic.

On the second day of the sitting, 22 December, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Miroslav Marinkovic, Natasa Vuckovic and Aleksandar Jovicic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a joint debate in principle on items 72 and 73 on the agenda for the sitting – the Bill amending and modifying the Law on Agricultural Land and the Bill on Soil Protection.

On the behalf of the submitter, the bills were elaborated by Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic.

The Chair, National Assembly Speaker Maja Gojkovic, greeted, on the behalf of the MPs and herself, the students of the John Naisbitt University in Belgrade, who followed part of the sitting from the gallery of the National Assembly’s Grand Hall.

The National Assembly completed the joint debate in principle on items 72 and 73 on the agenda for the sitting.

The Chair, National Assembly Deputy Speaker Igor Becic greeted, on the behalf of the MPs and himself, the participants of project Social Inclusion - Generation of the Future - children without parental care from Belgrade, Nis and Arandjelovac, who followed part of the sitting from the gallery of the National Assembly’s Grand Hall.

By the end of the day the National Assembly had also completed a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

On the third day of the proceedings, 23 December, the National Assembly conducted and completed a debate in detail on items 54 through 64 on the agenda.

In the course of the sitting, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the students of the Faculty of Political Sciences, University of Belgrade, attendees of the school of Open Parliament, who followed part of the sitting from the gallery.

On the fourth day of the sitting, 24 December, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Aleksandar Senic, Djordje Milicevic, Goran Ciric and Ivana Stojiljkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on items 65 to 71 on the agenda for the sitting.

In the course of the sitting, National Assembly Speaker Maja Gojkovic greeted, on the behalf of the MPs and herself, the interns of the city municipality of Cukarica who followed part of the sitting from the gallery of the plenary hall.

For the remainder of the day the National Assembly conducted and then concluded the debate in detail on items 65 to 71 on the agenda for the sitting.

On the fifth day of the proceedings, 28 December, before commencing the debate, the MPs observed a minute of silence for the late MP Milan Korac.

The National Assembly then commenced a debate in detail on the Bill amending and modifying the Law on Agricultural Land.

The Chair, National Assembly Deputy Speaker MA Igor Becic greeted, on the behalf of the MPs and himself, the representatives of the Association of agricultural producers who had taken part in the drafting of the Bill amending and modifying the Law on Agricultural Land, who followed part of the sitting from the gallery of the Grand Hall.

The Chair, National Assembly Speaker Maja Gojkovic reminded the MPs that the National Assembly had elected Zagorka Dolovac Republic Public Prosecutor at the Fourteenth Extraordinary Session in 2015, and asked Dolovac to take the oath of office before the National Assembly. After the oath-taking, the National Assembly Speaker wished the Republic Public Prosecutor success, on the behalf of the MPs and herself.

After recess, the National Assembly concluded the debate in detail on the Bill amending and modifying the Law on Agricultural Land, and also completed a debate in detail on the Bill on Soil Protection.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Tuesday, 29 December 2015, as Voting Day on the remaining items on the agenda for the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 10.00 am.

On Voting Day, 29 December, by majority vote, the National Assembly passed the following bills and decision proposals:

Bill amending and modifying the Law on Taxes on Using, Holding and Carrying Goods,
Bill amending and modifying the Law on Tax Procedure and Tax Administration,
Bill amending and modifying the Law on the Capital Market,
Bill amending and modifying the Corporate Income Tax Law,
Bill amending and modifying the Personal Income Tax Law,
Bill amending and modifying the Law on Compulsory Social Insurance Contributions,
Bill amending and modifying the Law on Republic Administrative Fees,

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Tenth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.

The completion of the sitting marked the end of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, followed by the performance of the national anthem by the cultural artistic association Abrasevic from Belgrade.
