Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Monday, 16 November 2015.


The National Assembly established the following agenda:

1. Bill on Legalisation of Buildings, submitted by the Government;
2. Bill amending and modifying the Law on State Survey and Cadastre, submitted by the Government;
3. Bill on Registry of Unlimited Period Lease Tenants of Property Owned by Citizens, Legacies and Foundations, submitted by the Government;
4. Bill on Mercantile Shipping, submitted by the Government;
5. Bill on Working Hours of Road Transport Vehicle Crew and Tachographs, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on the construction of the interstate bridge across the Drina with accompanying facilities on location Ljubovija-Bratunac, submitted by the Government;
7. Bill on the Confirmation of the Protocol amending and modifying the Air Transport Agreement between the Federal Government of the Federal Republic of Yugoslavia and the Swiss Federal Council, submitted by the Government;
8. Bill amending and modifying the Healthcare Law, submitted by the Government.

The National Assembly accepted the proposal of Maja Gojkovic to complete a joint debate in principle and single debate on items 1, 2, 3, 4, 5, 6 and 7 on the agenda.

On the second day of the proceedings, 17 November, before commencing the debate, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Senic, Nada Lazic, Dragan Sutanovac, Zarko Micin, Nedjo Jovanovic and Miroslav Markicevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly the proceeded to begin the joint debate in principle and single debate on items 1, 2, 3, 4, 5, 6 and 7 on the agenda.
The bills were elaborated by Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic as representative of the submitter.

In the course of the sitting, the Chair, National Assembly Deputy Speaker MA Igor Becic retracted the reprimands he had issued on the first day of the sitting, 16 November, to MPs Zoran Zivkovic and Marko Djurisic.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on the Bill on Legalisation of Buildings, Bill amending and modifying the Law on State Survey and Cadastre, Bill on Registry of Unlimited Period Lease Tenants of Property Owned by Citizens, Legacies and Foundations, Bill on Mercantile Shipping, Bill on Working Hours of Road Transport Vehicle Crew and Tachographs, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on the construction of the interstate bridge across the Drina with accompanying facilities on location Ljubovija-Bratunac, and the Bill on the Confirmation of the Protocol amending and modifying the Air Transport Agreement between the Federal Government of the Federal Republic of Yugoslavia and the Swiss Federal Council.

On the third day of the proceedings, 18 November, the National Assembly commenced a debate in principle on item 8 on the agenda - Bill amending and modifying the Healthcare Law.

By the end of the day the National Assembly had completed the debate in principle on the Bill amending and modifying the Healthcare Law.

On the fourth day of the proceedings, 19 November, before commencing the debate, the heads i.e. authorised representatives of the parliamentary groups, MPs Mirko Cikiriz, Enis Imamovic, Dubravka Filipovski, Marko Djurisic, Milorad Stosic, Balsa Bozovic and Dr Slobodan Gvozdenovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to complete a debate in detail on the Bill on Legalisation of Buildings, Bill amending and modifying the Law on State Survey and Cadastre, Bill on Registry of Unlimited Period Lease Tenants of Property Owned by Citizens, Legacies and Foundations, Bill on Mercantile Shipping and the Bill on Working Hours of Road Transport Vehicle Crew and Tachographs.

On the fifth day of the proceedings, 20 November, the National Assembly conducted and concluded a debate in detail on the Bill amending and modifying the Healthcare Law.

The National Assembly decided to include the Proposal of the Decision on the Election of One Member of the Council of the Governor of the National Bank of Serbia into the agenda as item 9. The National Assembly then completed a single debate on the Proposal of the Decision on the Election of One Member of the Council of the Governor of the National Bank of Serbia.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Friday, 20 November 2015, as Voting Day on all the items on the agenda for the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 1.15 pm.

Voting Day

On Voting Day, 20 November, by majority vote, the National Assembly passed the following:

1. Bill on Legalisation of Buildings, submitted by the Government;
2. Bill amending and modifying the Law on State Survey and Cadastre, submitted by the Government;
3. Bill on Registry of Unlimited Period Lease Tenants of Property Owned by Citizens, Legacies and Foundations, submitted by the Government;
4. Bill on Mercantile Shipping, submitted by the Government;
5. Bill on Working Hours of Road Transport Vehicle Crew and Tachographs, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina on the construction of the interstate bridge across the Drina with accompanying facilities on location Ljubovija-Bratunac, submitted by the Government;
7. Bill on the Confirmation of the Protocol amending and modifying the Air Transport Agreement between the Federal Government of the Federal Republic of Yugoslavia and the Swiss Federal Council, submitted by the Government;
8. Bill amending and modifying the Healthcare Law, submitted by the Government;
9. Proposal of the Decision on the Election of One Member of the Council of the Governor of the National Bank of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
