Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, for Tuesday, 5 May, starting at 10 am.


Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Aida Corovic, Djordje Stojsic, Aleksandar Senic and Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. Bill on the Protection of the Right to Trial within a Reasonable Time, submitted by the Government;
2. Bill amending the Law on Judges, submitted by the Government;
3. Bill on the Confirmation of Protocol No.15 amending the Convention for the Protection of Human Rights and Fundamental Freedoms, submitted by the Government;
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation on Mutual Protection of Classified Information, submitted by the Government;
5. Bill amending and modifying the Law on Private Security, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Recognition of Driving Licenses, submitted by the Government.

The National Assembly accepted the proposal of MP Nenad Nikolic to complete a joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda, as well as a joint debate in principle and single debate on items 5 and 6 on the agenda for the sitting.

The National Assembly then commenced the joint debate in principle and single debate on the Bill on the Protection of the Right to Trial within a Reasonable Time, Bill amending the Law on Judges, Bill on the Confirmation of Protocol No.15 amending the Convention for the Protection of Human Rights and Fundamental Freedoms and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation on Mutual Protection of Classified Information.

Representative of the submitter, Minister of Justice Nikola Selakovic, provided the rationale for the bills.
By the end of the day the National Assembly had completed the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 6 May, the National Assembly commenced and, by the end of the day, concluded a joint debate in principle and single debate on items 5 and 6 on the agenda for the sitting.

The Bill amending and modifying the Law on Private Security and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Recognition of Driving Licenses were elaborated by representative of the submitter, Minister of Interior Dr Nebojsa Stefanovic.

On the third day, 7 May, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dragan Jovanovic, Nada Lazic, Marko Djurisic, MA Aleksandra Jerkov, Miodrag Linta and Srdjan Dragojevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on the Bill on the Protection of the Right to Trial within a Reasonable Time and the Bill amending the Law on Judges.

On the behalf of the MPs and herself, the Chair, National Assembly Speaker Maja Gojkovic, greeted the students of the Novi Sad Faculty of Law who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day, the National Assembly had completed the debate on the amendments submitted to the Bill on the Protection of the Right to Trial within a Reasonable Time and the Bill amending the Law on Judges.

As the National Assembly had completed a debate in principle and in detail on the two bills, the Chair, National Assembly Deputy Speaker Veroljub Arsic reminded the MPs of the provision of article 87, paragraph 5, of the National Assembly Rules of Procedure according to which the National Assembly Speaker may set a Voting Day on a bill immediately after the debate on said bill is completed.

Pursuant to said provision, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 7 May 2015, as Voting Day on items 1 and 2 on the agenda – the Bill on the Protection of the Right to Trial within a Reasonable Time and the Bill amending the Law on Judges, starting at 7.15 pm.

On Voting Day, 7 May, the National Assembly passed the Bill on the Protection of the Right to Trial within a Reasonable Time and the Bill amending the Law on Judges by majority vote.

On the fourth day of the proceedings, 8 May, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Private Security.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 8 May 2015, as Voting Day on items 3, 4, 5 and 6 on the agenda for the Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 12.35 pm.

Voting Day

On Voting Day, 8 May, the National Assembly passed the Bill on the Confirmation of Protocol No.15 amending the Convention for the Protection of Human Rights and Fundamental Freedoms, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Russian Federation on Mutual Protection of Classified Information, Bill amending and modifying the Law on Private Security and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of the Republic of Albania on Mutual Recognition of Driving Licenses, by majority vote.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Sixth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015.
