Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 1 December 2015, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Sulejman Ugljanin, Dragan Jovanovic, Aida Corovic, Blagoje Bradic and Aleksandar Jovicic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly established the following agenda:

1. Bill on Mining and Geological Research, submitted by the Government;
2. Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, submitted by the Government;
3. Bill on the Confirmation of the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, submitted by the Government;
4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on Paid Employment of Family Members of Staff of Diplomatic or Consular Representative Offices, submitted by the Government;
5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Visa Abolition for Diplomatic and Official/Special Passport Holders, submitted by the Government;
6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Finland on Succession and Consolidation of Bilateral Agreements, submitted by the Government;
7. Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2015 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending;
8. Proposal of the Decision to Grant Consent to the Republic of Serbia Energy Agency 2015 Financial Plan, submitted by the Committee on Finance, State Budget and Control of Public Spending.

The National Assembly accepted the proposal of MP Igor Becic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda, joint single debate on items 3, 4, 5 and 6 on the agenda, as well as a joint single debate on items 7 and 8 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on the Bill on Mining and Geological Research and the Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, elaborated by the representative of the submitter, Minister of Mining and Energy Aleksandar Antic.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on items 1 and 2 on the agenda.

On the second day of the proceedings, 2 December, the National Assembly completed the joint single debate on the Bill on the Confirmation of the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on Paid Employment of Family Members of Staff of Diplomatic or Consular Representative Offices, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Visa Abolition for Diplomatic and Official/Special Passport Holders and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Finland on Succession and Consolidation of Bilateral Agreements.

By the end of the day the National Assembly had also completed the joint single debate on the Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2015 Financial Plan and the Proposal of the Decision to Grant Consent to the Republic of Serbia Energy Agency 2015 Financial Plan.

On the third day of the proceedings, 4 December, the National Assembly completed a debate in detail on the Bill on Mining and Geological Research.

At the proposal of MP Zoran Babic, pursuant to Article 168, paragraph 3 of the National Assembly Rules of Procedure, the National Assembly included a new item, item 9, on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 – Proposal of the Decision on the Election of President of the National Education Council.

The National Assembly then proceeded to complete a single debate on the Decision Proposal.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Friday, 4 December 2015, as Voting Day on all the items on the agenda for the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 2.45 pm.

Voting Day

On Voting Day, 4 December, by majority vote, the National Assembly passed the Bill on Mining and Geological Research, Proposal of the Republic of Serbia Energy Development Strategy by 2025 with projections until 2030, Bill on the Confirmation of the International Convention against the Recruitment, Use, Financing and Training of Mercenaries, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Romania on Paid Employment of Family Members of Staff of Diplomatic or Consular Representative Offices, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Georgia on Visa Abolition for Diplomatic and Official/Special Passport Holders, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Finland on Succession and Consolidation of Bilateral Agreements.

Also by majority vote, the National Assembly passed the Proposal of the Decision to Grant Consent to the Regulatory Authority for Electronic Media 2015 Financial Plan, and the Proposal of the Decision to Grant Consent to the Republic of Serbia Energy Agency 2015 Financial Plan.

The National Assembly also adopted the Proposal of the Decision on the Election of President of the National Education Council and elected Prof. Dr Aleksandar Lipkovski President of the National Education Council, by 130 votes.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Seventh Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
