Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Monday, 14 December 2015, starting at 10 am.


The National Assembly established the following agenda:

1. Bill on Enforcement and Security, submitted by the Government;
2. Bill amending and modifying the Law on Public Notaries, submitted by the Government;
3. Bill amending and modifying the Law on Organisation of Courts, submitted by the Government;
4. Bill amending the Law on Judges, submitted by the Government;
5. Bill amending the Law on Public Prosecution, submitted by the Government;
6. Bill amending and modifying the Law on the High Judicial Council, submitted by the Government;
7. Bill amending and modifying the Law on the State Prosecutorial Council, submitted by the Government;
8. Bill amending and modifying the Law on the Judicial Academy, submitted by the Government;
9. Bill amending and modifying the Law on Court Fees, submitted by the Government;
10. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Poland on Mutual Protection of Classified Information, submitted by the Government;
11. Bill amending and modifying the Healthcare Law, submitted by the Government;
12. Bill modifying the Law on Health Insurance, submitted by the Government, and
13. Bill modifying the Law on Medical Documentation and Records, submitted by the Government.

The National Assembly accepted the proposal of MP Petar Petrovic to complete a joint debate in principle and single debate items 1 through 10, as well as a joint single debate on items 11, 12 and 13 on the agenda.

On the second day of the sitting, 15 December, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Blagoje Bradic, Dubravka Filipovski, Balsa Bozovic, Mirko Cikiriz ,Srdjan Dragojevic and Milan Novakovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced the joint debate in principle and single debate items 1 through 10 on the agenda for the sitting. The bills were elaborated on the behalf of the submitter by Minister of Justice Nikola Selakovic.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate items 1 through 10 on the agenda for the sitting.

On the third day of the proceedings, 16 December 2015, the National Assembly completed a joint debate in principle on the Bill amending and modifying the Healthcare Law, Bill modifying the Law on Health Insurance and the Bill modifying the Law on Medical Documentation and Records. The bills were elaborated on the behalf of the submitter by Minister of Health Zlatibor Loncar.

On the fourth day of the sitting, 17 December, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Jovana Jovanovic, Aleksandar Markovic and Riza Halimi, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced a debate in detail on the Bill on Enforcement and Security.

By the end of the day, the National Assembly had completed a debate in detail on items 1 through 13 on the agenda i.e. the Bill on Enforcement and Security, Bill amending and modifying the Law on Public Notaries, Bill amending and modifying the Law on Organisation of Courts, Bill amending the Law on Judges, Bill amending the Law on Public Prosecution, Bill amending and modifying the Law on the High Judicial Council, Bill amending and modifying the Law on the State Prosecutorial Council, Bill amending and modifying the Law on the Judicial Academy, Bill amending and modifying the Law on Court Fees, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Poland on Mutual Protection of Classified Information, Bill amending and modifying the Healthcare Law, Bill modifying the Law on Health Insurance and the Bill modifying the Law on Medical Documentation and Records.

On the fifth day of the proceedings, 18 December, the National Assembly decided to include the Proposal of the Decision on the Termination of Office of the President of the Republic Commission for the Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending, into the agenda for the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, as item 14, by urgent procedure.

The National Assembly also included the Proposal of the Decision on the Election of President and two members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending, into the agenda as item 15, by urgent procedure.

As the National Assembly completed a single debate on items 14 and 15, and had already completed the debate, in principle and in detail, on all the other items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Friday, 18 December 2015, as Voting Day on all the items on the agenda for the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 10.35 am.

Voting Day

On Voting Day, 18 December, by majority vote, the National Assembly passed the Bill on Enforcement and Security, Bill amending and modifying the Law on Public Notaries, Bill amending and modifying the Law on Organisation of Courts, Bill amending the Law on Judges, Bill amending the Law on Public Prosecution, Bill amending and modifying the Law on the High Judicial Council, Bill amending and modifying the Law on the State Prosecutorial Council, Bill amending and modifying the Law on the Judicial Academy, Bill amending and modifying the Law on Court Fees, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Government of the Republic of Poland on Mutual Protection of Classified Information, Bill amending and modifying the Healthcare Law, Bill modifying the Law on Health Insurance and the Bill modifying the Law on Medical Documentation and Records.

The Chair, National Assembly Deputy Speaker MA Igor Becic, greeted the students of the Belgrade College of Applied Studies of Entrepreneurship, who followed part of the sitting from the gallery of the National Assembly’s Grand Hall.

By majority vote, the National Assembly also passed the Proposal of the Decision on the Termination of Office of the President of the Republic Commission for the Protection of Rights in Public Procurement Procedures.

Also by majority vote, the MPs passed the Proposal of the Decision on the Election of President and two members of the Republic Commission for the Protection of Rights in Public Procurement Procedures, electing by 145 votes Hana Hukic President and Jasmina Milenkovic and Branislav Blagojevic members of the Republic Commission for the Protection of Rights in Public Procurement Procedures. National Assembly Deputy Speaker MA Igor Becic congratulated the President and members of the Commission on being elected and wished them success.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker MA Igor Becic concluded the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
