Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 3 November 2015.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Dr Blagoje Bradic, Borislav Stefanovic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly established the following agenda:

1. Bill on Strong Alcoholic Beverages, submitted by the Government;

2. Bill on the Confirmation of the Protocol on Sediment Management to the Framework Agreement on the Sava River Basin, submitted by the Government;

3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;

4. Proposal of the Decision on the Election of Court Presidents, submitted by the High Judicial Council;

5. Proposal of the Decision amending the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic.

The National Assembly accepted the proposal of Maja Gojkovic to complete a joint debate in principle and single debate on items 1 and 2 on the agenda, and joint single debate on items 3 and 4 on the agenda for the sitting.

The National Assembly Speaker also greeted, on the behalf of the MP and herself, the first-year students of the Faculty of Political Sciences, University of Belgrade, who followed part of the sitting from the gallery of the Grand Hall.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 and 2 on the agenda.

On the behalf of the submitter, the bills were elaborated by Minister of Agriculture and Environmental Protection Snezana Bogosavljevic Boskovic.

For the remainder of the day, the National Assembly conducted and concluded the joint debate in principle and single debate on items 1 and 2 on the agenda.

On the second day of the proceedings, 4 November, the National Assembly conducted and concluded a joint single debate on items 3 and 4 on the agenda – the Proposal of the Decision on the election of judges to judicial office for the first time, and the Proposal of the Decision on the Election of Court Presidents, elaborated on the behalf of the submitter by the elective members of the High Judicial Council Mirjana Ivic and Miroljub Tomic.

By the end of the workday the National Assembly had also completed a single debate on the Proposal of the Decision amending the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions.

On the third day of the proceedings, 5 November 2015, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Muamer Bacevac, Dr Blagoje Bradic, Milorad Stosic, Jovana Jovanovic and Aleksandar Jovicic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to complete a debate in detail on the Bill on Strong Alcoholic Beverages.

At the proposal of the Committee on the Judiciary, Public Administration and Local Self-Government, the National Assembly included the Proposal of the Decision on the election of a member of the High Judicial Council and the Proposal of the Decision on the election of a member of the State Prosecutorial Council, submitted by the Committee on 3 November 2015, in the agenda for the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.

The National Assembly went on to complete a single debate on the Proposal of the Decision on the election of a member of the High Judicial Council and the Proposal of the Decision on the election of a member of the State Prosecutorial Council.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Thursday, 5 November 2015, as Voting Day on all the items on the agenda for the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 2.15 pm.

Voting Day

On Voting Day, 5 November, by majority vote, the National Assembly passed the following:

1. Bill on Strong Alcoholic Beverages, submitted by the Government;

2. Bill on the Confirmation of the Protocol on Sediment Management to the Framework Agreement on the Sava River Basin, submitted by the Government;

3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;

4. Proposal of the Decision on the Election of Court Presidents, submitted by the High Judicial Council;

5. Proposal of the Decision amending the Decision Determining the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;

6. Proposal of the Decision on the election of a member of the High Judicial Council, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government; and

7. Proposal of the Decision on the election of a member of the State Prosecutorial Council, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

On the behalf of the MPs and herself, the Chair, National Assembly Speaker Maja Gojkovic congratulated Dr Milan Skulic and Dr Zoran Stojanovic, tenured professors at the Belgrade Faculty of Law, on their election for member of the High Judicial Council and member of the State Prosecutorial Council, respectively, and wished them success.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker MA Maja Gojkovic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
