First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Thursday, 1 October 2015, starting at 10 am.


The Second Regular Session was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the academic choir “Obilic”.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Ljiljana Kosoric, Olena Papuga, Annamaria Vicsek, Shaip Kamberi, Aleksandra Jerkov, Aleksandar Jovicic and Dragan Jovanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

1. Bill amending and modifying the Law on Tourism, submitted by the Government;
2. Bill on the Confirmation of the amendments to the World Tourism Organisation Statute A/RES/422 (XIV), A/RES/511 (XVI) and A/RES/512 (XVI), submitted by the Government;
3. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, submitted by the Government;
4. Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, submitted by the Government;
5. Bill on the Confirmation of the Protocol amending and modifying the Free Trade Agreement between EFTA member states and the Republic of Serbia, submitted by the Government;
6. Bill on National Parks, submitted by the Government;
7. Bill on the Confirmation of the Protocol on Prevention of Water Pollution caused by Navigation to the Framework Agreement on the Sava River Basin, submitted by the Government;
8. Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, submitted by the Government;
9. Bill on the Confirmation of the Agreement between the Government of Hungary at the Government of the Republic of Serbia on Timely Exchange of Information relating to Radiological Emergencies, submitted by the Government;
10. Proposal of the Decision on the Termination of Office of Securities Commission President, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly;
11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group;
12. Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

The National Assembly accepted the proposal of MP Maja Gojkovic to complete a joint debate in principle and single debate on items 1, 2, 3, 4 and 5 on the agenda, as well as a joint debate in principle and single debate on items 6, 7, 8 and 9 on the agenda for the sitting.

The National Assembly then commenced the joint debate in principle and single debate on the Bill amending and modifying the Law on Tourism, Bill on the Confirmation of the amendments to the World Tourism Organisation Statute A/RES/422 (XIV), A/RES/511 (XVI) and A/RES/512 (XVI), Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, and the Bill on the Confirmation of the Protocol amending and modifying the Free Trade Agreement between EFTA member states and the Republic of Serbia.

The bills were elaborated by Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Rasim Ljajic as representative of the submitter.

By the end of the day, the National Assembly had completed the joint debate in principle and single debate on items 1, 2, 3, 4 and 5 on the agenda.

On the second day of the proceedings, 2 October, the National Assembly conducted and concluded the joint debate in principle and single debate on items 6, 7, 8 and 9 on the agenda for the sitting – the Bill on National Parks, Bill on the Confirmation of the Protocol on Prevention of Water Pollution caused by Navigation to the Framework Agreement on the Sava River Basin, Bill on the Confirmation of the Veterinary Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco, and the Bill on the Confirmation of the Agreement between the Government of Hungary at the Government of the Republic of Serbia on Timely Exchange of Information relating to Radiological Emergencies.

Minister of Agriculture and Environmental Protection Prof. Dr Snezana Bogosavljevic Boskovic provided the rationale for the bills on the behalf of the submitter.

In the continuation, the National Assembly also completed a single debate on items 10, 11 and 12 on the agenda – the Proposal of the Decision on the Termination of Office of Securities Commission President, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group, and the Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic.

On the third day of the proceedings, 5 October, the National Assembly completed a debate on the amendments submitted to the Bill amending and modifying the Law on Tourism and the Bill on National Parks.

At the proposal of the Committee on Finance, State Budget and Control of Public Spending, pursuant to Article 168, paragraph 3 of the National Assembly Rules of Procedure, a new item was put on the agenda by urgent procedure - Proposal of the Decision for the Election of Securities Commission President and Member.

The National Assembly then proceeded to commence a single debate on the Proposal of the Decision for the Election of Securities Commission President and Member.

As the National Assembly completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Monday, 5 October 2015, as Voting Day on all the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 5.18 pm.

Voting Day

On Voting Day, 5 October, by majority vote, the National Assembly passed the following bills:

1. Bill amending and modifying the Law on Tourism, submitted by the Government;
2. Bill on the Confirmation of the amendments to the World Tourism Organisation Statute A/RES/422 (XIV), A/RES/511 (XVI) and A/RES/512 (XVI), submitted by the Government;
3. Bill on the Confirmation of the Tourism Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, submitted by the Government;
4. Bill on the Confirmation of the Economic Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Macedonia, submitted by the Government;
5. Bill on the Confirmation of the Protocol amending and modifying the Free Trade Agreement between EFTA member states and the Republic of Serbia, submitted by the Government;
6. Bill on National Parks, submitted by the Government;

9. Bill on the Confirmation of the Agreement between the Government of Hungary at the Government of the Republic of Serbia on Timely Exchange of Information relating to Radiological Emergencies, submitted by the Government;
10. Proposal of the Decision on the Termination of Office of Securities Commission President, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly;
11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Alliance of Vojvodina Hungarians Parliamentary Group;
12. Proposal of the Decision amending the Decision establishing the composition of the Stabilisation and Association Parliamentary Committee, submitted by National Assembly Speaker Maja Gojkovic;
13. Proposal of the Decision for the Election of Securities Commission President and Member, submitted by the Committee on Finance, State Budget and Control of Public Spending, electing Zarko Milicevic President of the Securities Commission, and Mirjana Ivosevic member of the Securities Commission.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
