First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014

National Assembly Speaker Maja Gojkovic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014, for Thursday, 24 April 2014, starting at 3 pm.


The First Sitting was opened to the sounds of the national anthem performed by the male vocal group Nokturno.

Before moving onto the agenda, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the terms of office of MPs Bojan Pajtic, Aleksandar Vucic, Prof. Dr Miodrag Stojkovic and Jana Ljubicic, before the expiry of the term they were elected for.

The National Assembly set the following agenda:

1. Bill on Ministries, submitted by MP Veroljub Arsic
2. Bill amending the Law on the Government, submitted by MP Veroljub Arsic,
3. Proposal of the Decision amending the Decision on the election of members and deputy members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group


By a majority vote, the National Assembly accepted the proposal of MP Katarina Rakic to complete a joint debate in principle on both the items on the agenda.

The bills were elaborated by the representative of the submitter, MP Veroljub Arsic.

For the remainder of the day the National Assembly conducted and concluded the debate in principle on both the items on the agenda.

On the second day of the proceedings, the National Assembly accepted the proposal to include the Proposal of the Decision amending the Decision on the election of members and deputy members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group, into the agenda for the First Sitting of the First Regular Session of the National Assembly in 2014.

The National Assembly completed a single debate on the third item on the agenda – the Proposal of the Decision amending the Decision on the election of members and deputy members of the Committees of the National Assembly of the Republic of Serbia.

Before recess, the National Assembly commenced a debate on the amendments submitted to the Bill on Ministries and Bill amending the Law on the Government.

After recess, based on the Decision of the Republic Electoral Commission and at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the terms of office of MPs Jelisaveta Pribojac and Krstimir Pantic, elected from the ALEKSANDAR VUCIC – FUTURE WE BELIEVE IN (Serbian Progressive Party, Social Democratic Party of Serbia, New Serbia, Serbian Renewal Movement, Socialist Movement) Electoral List, and Aleksandra Jerkov and Dusan Milisavljevic, elected from the “WITH THE DEMOCRATIC PARTY – FOR DEMOCRATIC SERBIA” Electoral. The newly-elected MPs then proceeded to take the oath of office. MP Srdjan Dragojevic also took the oath of office.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Marinika Tepic, before the expiry of the term she was elected for.

By the end of the proceedings, the National Assembly concluded the debate in detail on the Bill on Ministries and Bill amending the Law on the Government.

As the National Assembly had concluded the debate on the items on the agenda, National Assembly Speaker Maja Gojkovic set Saturday, 26 April 2014, as Voting Day on the items on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014, starting at 6:03 pm.

Voting Day

On Voting Day, 26 April, the National Assembly passed, by a majority vote, the Bill on Ministries, Bill amending the Law on the Government and the Proposal of the Decision amending the Decision on the election of members and deputy members of the Committees of the National Assembly of the Republic of Serbia.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2014.
