Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 10 November 2015.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Cotric, Shaip Kamberi, Dr Blagoje Bradic, MA Zlata Djeric, Prof. Dr Dusan Milisavljevic and Dr Aleksandar Martinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly established the following agenda:

1. Bill amending the Republic of Serbia 2015 Budget Law, submitted by the Government;
2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income and on Property, submitted by the Government;
3. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Norway on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, submitted by the Government;
4. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the BORIS TADIC – Social Democratic Party, Together for Serbia, Greens of Serbia Parliamentary Group, and
5. Proposal of the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues of the National Assembly.

On the second day of the proceedings, 12 November, the National Assembly commenced a joint debate in principle and single debate on items 1 through 3 on the agenda – the Bill amending the Republic of Serbia 2015 Budget Law, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income and on Property, and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Norway on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income.

Before commencing the debate, the heads i.e. authorised representatives of the parliamentary groups, MPs Olgica Batic, Olena Papuga and Riza Halimi, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The bills were elaborated on the behalf of the submitter by Minister of Finance Dr Dusan Vujovic.

The sitting was also attended by Serbian Prime Minister Aleksandar Vucic, Minister of Mining and Energy Aleksandar Antic, Minister of Defence Bratislav Gasic and Minister of Health Zlatibor Loncar.

The National Assembly went on to complete a single debate on the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia.

By the end of the day the National Assembly had also completed a single debate on the Proposal of the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service, elaborated by MP Zoran Babic, representative of the submitter.

On the third day of the proceedings, 16 November 2015, before moving onto the agenda the MPs observed a minute of silence to honour the victims of the terrorist attacks in Paris.

The National Assembly then commenced a debate in detail on the Bill amending the Republic of Serbia 2015 Budget Law.

National Assembly Deputy Speaker Igor Becic greeted, on the behalf of the MP and himself, the students of the Fifth Belgrade Grammar School who followed part of the sitting from the gallery of the Grand Hall.

The National Assembly completed the debate in detail on the Bill amending the Republic of Serbia 2015 Budget Law.

At the proposal of MP Zoran Babic, the National Assembly included the Proposal of the Decision amending the Decision on the dismissal and appointment of members and substitute members of the Republic Electoral Commission, submitted by MP Zoran Babic on 12 November 2015, in the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.

The National Assembly went on to complete a single debate on the Proposal of the Decision amending the Decision on the dismissal and appointment of members and substitute members of the Republic Electoral Commission.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic, set Monday, 16 November 2015, as Voting Day on all the items on the agenda for the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 4.45 pm.

Voting Day

On Voting Day, 16 November, by majority vote, the National Assembly passed the following:

1. Bill amending the Republic of Serbia 2015 Budget Law, submitted by the Government;
2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Kazakhstan on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income and on Property, submitted by the Government;
3. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Kingdom of Norway on Avoidance of Double Taxation and Prevention of Tax Evasion with respect to Taxes on Income, submitted by the Government;
4. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the BORIS TADIC – Social Democratic Party, Together for Serbia, Greens of Serbia Parliamentary Group,
5. Proposal of the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues of the National Assembly, and
6. Proposal of the Decision amending the Decision on the dismissal and appointment of members and substitute members of the Republic Electoral Commission.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fifth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
