Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015 for Tuesday, 8 December 2015, starting at 1 pm.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Zika Gojkovic, Elvira Kovacs, Marko Djurisic and Aleksandar Jovicic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly established the following agenda:

1. Proposal of the Decision granting consent to the Decision modifying the Republic Pension and Disability Insurance Fund 2015 Financial Plan, submitted by the Government;
2. Proposal of the Decision granting consent to the Decision modifying g the Republic Health Insurance Fund 2015 Financial Plan, submitted by the Government;
3. Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2015 Financial Plan, submitted by the Government;
4. Proposal of the Decision granting consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2015 Financial Plan, submitted by the Government;
5. Republic of Serbia 2016 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, submitted by the Government;
6. Bill amending and modifying the Budget System Law, submitted by the Government;
7. Bill amending and modifying the Excise Tax Law, submitted by the Government;
8. Bill amending the Law on the Constitutional Court, submitted by the Government;
9. Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, submitted by the Government;
10. Bill on the Confirmation of the Guarantee Agreement (EPS Restructuring Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development, submitted by the Government;
11. Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, submitted by the Government;
12. Bill modifying the Law on Public Media Services, submitted by the Government.

The National Assembly accepted the proposal of MP Dejan Radenkovic to complete a joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 9 December, the National Assembly commenced the joint debate in principle and single debate on items 1 through 12 on the agenda.

The Bills were elaborated by Minister of Finance Dusan Vujovic, representative of the submitter.

The sitting was attended by Prime Minister of the Republic of Serbia Aleksandar Vucic, deputy prime ministers Ivica Dacic, Zorana Mihajlovic and Kori Udovicki and ministers Nebojsa Stefanovic, Aleksandar Antic, Velimir Ilic, Srdjan Verbic, Vanja Udovicic, Ivan Tasovac, Snezana Bogosavljevic Boskovic, Aleksandar Vulin, Zeljko Sertic, Zoran Loncar, Jadranka Joksimovic and the Mayor of Belgrade Sinisa Mali.

By the end of the day the National Assembly concluded the joint debate in principle and single debate on all the items on the agenda.

On the third day of the sitting, 10 December 2015, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Blagoje Bradic, Balsa Bozovic, Nedjo Jovanovic and Darko Laketic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced a debate in detail on the Republic of Serbia 2016 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan.

On the fourth day of the proceedings, 11 December, the MPs continued the debate in detail on the Republic of Serbia 2016 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan.

The Chair, National Assembly Deputy Speaker MA Igor Becic, greeted the students of the Faculty of Law, Public Administration and Security of the John Naisbitt University in Belgrade, who followed part of the sitting from the gallery of the National Assembly’s Grand Hall.

By the end of the day the MPs had completed the debate in detail on the Budget Bill, as well as on the Bill amending and modifying the Budget System Law, Bill amending and modifying the Excise Tax Law, Bill amending the Law on the Constitutional Court, Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, Bill on the Confirmation of the Guarantee Agreement (EPS Restructuring Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development, Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, and the Bill modifying the Law on Public Media Services.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Saturday, 12 December 2015, as Voting Day on all the items on the agenda for the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015, starting at 10 am.

Voting Day

On Voting Day, 12 December, by majority vote, the National Assembly passed the following:

1. Proposal of the Decision granting consent to the Decision modifying the Republic Pension and Disability Insurance Fund 2015 Financial Plan, submitted by the Government;
2. Proposal of the Decision granting consent to the Decision modifying g the Republic Health Insurance Fund 2015 Financial Plan, submitted by the Government;
3. Proposal of the Decision granting consent to the Decision modifying the National Employment Service 2015 Financial Plan, submitted by the Government;
4. Proposal of the Decision granting consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2015 Financial Plan, submitted by the Government;
5. Republic of Serbia 2016 Budget Bill, with its accompanying Proposal of the Decision granting consent to the Republic Pension and Disability Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the Republic Health Insurance Fund 2016 Financial Plan, Proposal of the Decision granting consent to the National Employment Service 2016 Financial Plan and the Proposal of the Decision granting consent to the Fund for Social Insurance of Military Insured 2016 Financial Plan, submitted by the Government;
6. Bill amending and modifying the Budget System Law, submitted by the Government;
7. Bill amending and modifying the Excise Tax Law, submitted by the Government;
8. Bill amending the Law on the Constitutional Court, submitted by the Government;
9. Bill amending the Law on Determining Public Interest and Special Procedures of Expropriation and Issuance of Building Permit for the Realisation of Project “Belgrade Waterfront”, submitted by the Government;
10. Bill on the Confirmation of the Guarantee Agreement (EPS Restructuring Project) between the Republic of Serbia and the European Bank for Rehabilitation and Development, submitted by the Government;
11. Bill amending and modifying the Law on Stimulation of Agriculture and Rural Development, submitted by the Government;
12. Bill modifying the Law on Public Media Services, submitted by the Government.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2015.
