Thirty-First Sitting of the Finance Committee

At the sitting held on 13 July, the Finance Committee considered in principle the Bill on the Budgetary System, the Bill amending and modifying the Law on Republic Administrative Fees and the Bill granting guarantee by the Republic of Serbia in favour of “MARFIN BANK” Belgrade under the debt of Public Enterprise “Serbian Roads”, submitted by the Government of the Republic of Serbia.



At the sitting held on 13 July, the Finance Committee considered in principle the Bill on the Budgetary System, the Bill amending and modifying the Law on Republic Administrative Fees and the Bill granting guarantee by the Republic of Serbia in favour of “MARFIN BANK” Belgrade under the debt of Public Enterprise “Serbian Roads”, submitted by the Government of the Republic of Serbia.

The representatives of the Ministry of Finance briefly outlined the Bills to the Committee members.

The Bill on the Budgetary System envisages the incorporation of public revenues and expenditures into an integrated system, as well as the inclusion of other users (agencies, commissions and regulatory bodies) into the consolidated treasury account, which prevents the abovementioned organisations from spending funds before the Government has granted consent to the financial plans. Also, it introduces provisions which create the appropriate conditions for the use of the European Union pre-accession funds.

The Bill amending and modifying the Law on Republic Administrative Fees deals with the height of administrative fees, while the Bill granting guarantee by the Republic of Serbia in favour of “MARFIN BANK” Belgrade under the debt of Public Enterprise “Serbian Roads” deals with the state’s 60 million EUR guarantee in favour of the bank to refinance the debt of PE “Serbian Roads” towards the sub-contractors.

Following a short discussion the Committee members accepted all three bills in principle, by a majority of votes.

The Committee members went on to agree on the work dynamics in the upcoming period regarding the bills and reports in the Committee’s purview and currently in assembly procedure. Also, the Committee Chairman reminded the Committee members that the election and dismissal of the Chairman and four members of the Securities Commission lies within the Finance Committee’s purview and informed the Committee that he had forwarded a memo to the heads of the National Assembly’s Deputy Groups reminding them to submit their nominations for these positions at the Securities Commission by 15 July.
