On the fourth day of the proceedings, 8 December 2022, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Radomir Lazovic, Zsombor Ujvari, Milovan Jakovljevic, Dejana Vasic, Aleksandar Jovanovic, Marija Jevdjic, Strahinja Erac, Srdjan Milivojevic, Miroslav Aleksic, MA Nenad Tomasevic, Marinika Tepic, Radovan Arezina and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the debate on the amendments on the Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan.

At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Arpad Fremond before the expiry of the term he was elected for.

Based on the Decree of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the verification of the term of office of MPs Bratimir Vasiljevic and Milosav Milojevic, elected from the Electoral List “ALEKSANDAR VUCIC – Together We Can Do Anything”, MP Marko Ristic, elected from the Electoral List MILICA DJURDJEVIC STAMENKOVSKI – Serbian Party Oathkeepers, and MP Ákos Újhelyi, elected from the Electoral List Vajdásagi Magyar Szövetség - Pásztor István - Alliance of Vojvodina Hungarians - István Pásztor, who, after the verification, took the oath of office. 

By the end of the day, the National Assembly concluded the debate on the amendments on the Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan.

The National Assembly also completed a debate on the amendments on the Bill amending and modifying the Budget System Law, Bill on the Republic of Serbia 2021 Budget Final Financial Statement, Bill amending and modifying the Customs Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Republic Administrative Fees, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, Bill amending and modifying the Law on Electronic Invoicing, Bill amending and modifying the Law on Fiscalisation, Bill amending and modifying the Property Taxes Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions, Bill amending the Law on Pension and Disability Insurance and the Bill of the Loan of the Republic of Serbia with NLB Komercijalna banka AD Beograd for the funding of Project Construction of IB-Class State Road, Expressway Section: Highway E-75 Belgrade – Nis (“Pozarevac” interchange) – Pozarevac (roundabout) – Veliko Gradiste – Golubac (Danube highway).

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Sandra Bozic set Friday, 9 December 2022, as Voting Day on all the items on the agenda of the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022, starting at 11 am. 

On Voting Day, 9 December 2022, by 156 votes in favour the MPs adopted the Republic of Serbia 2023 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2023 Financial Plan, Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2023 Financial Plan and the Proposal of the Decision to grant consent to the National Employment Service 2023 Financial Plan.

By majority vote, the MPs also passed the Proposal of the Decision to grant consent to the Decision amending the National Employment Service 2022 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Fund for Social Insurance of Military Insured 2022 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2022 Financial Plan.

The National Assembly also passed the Bill amending and modifying the Budget System Law, Bill on the Republic of Serbia 2021 Budget Final Financial Statement, Bill amending and modifying the Customs Law, Bill amending and modifying the Law on Tax Procedure and Tax Administration, Bill amending and modifying the Law on Republic Administrative Fees, Bill amending and modifying the Personal Income Tax Law, Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, Bill amending and modifying the Law on Electronic Invoicing, Bill amending and modifying the Law on Fiscalisation, Bill amending and modifying the Property Taxes Law, Bill amending and modifying the Law on Compulsory Social Insurance Contributions and the Bill amending the Law on Pension and Disability Insurance.

The National Assembly went on to pass the Bill of the Loan of the Republic of Serbia with NLB Komercijalna banka AD Beograd for the funding of Project Construction of IB-Class State Road, Expressway Section: Highway E-75 Belgrade – Nis (“Pozarevac” interchange) – Pozarevac (roundabout) – Veliko Gradiste – Golubac (Danube highway), Bill on the Confirmation of the Framework Protocol on Financial and Technical Cooperation between the Government of the Republic of Serbia and the Government of the Kingdom of Spain in the Field of Infrastructure Projects, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Hungary on Friendly Relations and Cooperation in the Field of Strategic Partnership, Bill on the Confirmation of the Loan Agreement (Scaling-Up Residential Clean Energy Project) between the Republic of Serbia and the International Bank for Reconstruction and Development and the Bill on the Confirmation of the Financial Framework Partnership Agreement between the European Commission and the Republic of Serbia Represented by the Government of the Republic of Serbia on Specific Arrangements for Implementation of Union Financial Assistance to the Republic of Serbia under the Instrument of Pre-Accession Assistance (IPA III).

By majority vote, the National Assembly adopted the Proposal of the Decision on the termination of office of President of the Basic Court in Becej, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly, three decision proposals on the election of court presidents, submitted by the High Judicial Council, and five decision proposals on the election of judges to judicial office for the first time, submitted by the High Judicial Council.

The National Assembly also adopted the Proposal for the Election of Vice-Governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the IVICA DACIC - Socialist Party of Serbia (SPS) Parliamentary Group Parliamentary Group, Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the HOPE – NEW DSS – POKS Parliamentary Group, and the Proposal of the Decision amending the Decision on the Composition of the Stabilisation and Association Parliamentary Committee, submitted by the National Assembly Speaker.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and found that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Dr Vladimir Orlic concluded the Third Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2022.
