At the request of seven members of the Committee on Defense and Security, Committee Chairman Dragan Todorovic convened the tenth sitting for 9 April in order to reach an agreement on a strategy and manner in which the Assembly would monitor the activities of the security services.

In the discussion, the committee members made several proposals and suggestions about the manner of establishing a procedure for the control of security services, after which the Committee unanimously decided that the Committee members should visit the Security Information Agency, Military Intelligence Agency and Military Security Agency in the following month to gain insight in their work and establish a procedure for civil control over the work of security services. It was also decided that the Assembly Support Service prepare comparative data from the practice of other countries in the field of control over security services.

The Committee did not accept Committee member Nenad Milic’s proposal that he visits all three security services alone, nor did it accept Committee member Natasa Jovanovic’s proposal to draft a protocol on the control over these services. Committee Chairman Dragan Todorovic’s proposal that a Committee sitting, closed to the public, be held in SIA offices where recording and eavesdropping is disabled was also rejected.
