Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 20 November 2019, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan, submitted by the Government of the Republic of Serbia.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to double the debate time on item 1 on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, allocated to parliamentary groups to 10 hours.

The Republic of Serbia 2020 Budget Bill and accompanying decision proposals were presented by Prime Minister Ana Brnabic. The sitting was also attended by Minister of Finance Sinisa Mali, Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic, Minister of Health Zlatibor Loncar, Minister of Agriculture, Forestry and Water Management Branislav Nedimovic, Minister of Youth and Sport Vanja Udovicic, Minister for European Integration Jadranka Joksimovic, Minister of Education, Science and Technological Development Mladen Sarcevic, Minister of Public Administration and Local Self-Government Branko Ruzic, Minister of Environmental Protection Goran Trivan, Minister without portfolio responsible for innovation and technological development Nenad Popovic and Minister without portfolio responsible for regional development and coordination of the work of public companies Milan Krkobabic.

For the remainder of the workday the National Assembly conducted a debate in principle on the abovementioned item on the agenda.

On the second day of the proceedings, 21 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Dr Sci.med. Danica Bukvic, Aleksandar Markovic, Djordje Vukadinovic, Djordje Milicevic, Natasa St. Jovanovic, Miletic Mihajlovic, Ana Carapic and Mirjana Dragas, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and for the remainder of the day conducted the debate in principle on the only item on the agenda. The sitting was attended by Minister of Finance Sinisa Mali.

On the third day of the proceedings, 22 November, the National Assembly continued the debate in principle on the only item on the agenda.

By the end of the day the MPs concluded the debate in principle on the Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan.

On the fourth day of the proceedings, 25 November, the National Assembly commenced and for the remainder of the day conducted a debate in detail on the Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan.

On the fifth day of the proceedings, 26 November, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Muamer Bacevac, Milija Miletic, Stefana Miladinovic, Dr Djordje Vukadinovic, Aleksandar Seselj, Vladimir Djuric and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued the debate in detail on the Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan.

On the sixth day of the proceedings, 27 November, the National Assembly completed the debate in detail on the only item on the agenda.

As the National Assembly had completed the debate on the Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Thursday, 28 November, as Voting Day on the only item on the agenda of the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 9 am.

Voting Day

On Voting Day, 28 November, with 151 vote in favour, the National Assembly passed the Republic of Serbia 2020 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Republic Pension and Disability Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the Republic Health Insurance Fund 2020 Financial Plan, Proposal of the Decision to grant consent to the National Employment Service 2020 Financial Plan and the Proposal of the Decision to grant consent to the Fund for Social Insurance of Military Insured 2020 Financial Plan.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Maja Gojkovic concluded the Sixth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
