Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, for Tuesday, 16 October, starting at 10 am.


Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Jelena Vujic Obradovic, Miroslav Aleksic, Djordje Komlenski, Jovan Jovanovic, Djordje Vukadinovic, Srdjan Nogo, Balsa Bozovic, Tatjana Macura, Dr Danijela Stojadinovic, Sasa Radulovic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly ascertained the following agenda:

  1. Bill on Construction Products, submitted by the Government;
  2. Bill amending and modifying the Law on Planning and Construction, submitted by the Government;
  3. Bill amending and modifying the Building Legalization Law, submitted by the Government;
  4. Bill amending and modifying the Air Transport Law, submitted by the Government;
  5. Bill amending and modifying the Law on Transport of Dangerous Goods, submitted by the Government;
  6. Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents, submitted by the Government;
  7. Bill amending and modifying the Law on Road Transport of Passengers, submitted by the Government;
  8. Bill amending and modifying the Law on National Affiliation and Registration of Vessels, submitted by the Government;
  9. Bill amending and modifying the Law on Maritime Navigation, submitted by the Government;
  10. Bill on the Confirmation of the Framework Agreement on Economic and Technical Cooperation between the Government of the Republic of Serbia and the Government of Hungary in the Area of Infrastructure Projects, submitted by the Government, and
  11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 – 10 on the agenda.

On the second day of the proceedings, 17 October, the National Assembly commenced the joint debate in principle and single debate on items 1 – 10 on the agenda.

The bills were presented by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic and associates.

For the remainder of the day, the National Assembly conducted the joint debate in principle and single debate on the Bill on Construction Products, Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Building Legalization Law and the Bill amending and modifying the Air Transport Law, Bill amending and modifying the Law on Transport of Dangerous Goods, Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents and the Bill amending and modifying the Law on Road Transport of Passengers, Bill amending and modifying the Law on National Affiliation and Registration of Vessels, Bill amending and modifying the Law on Maritime Navigation and the Bill on the Confirmation of the Framework Agreement on Economic and Technical Cooperation between the Government of the Republic of Serbia and the Government of Hungary in the Area of Infrastructure Projects.

On the third day of the proceedings, 18 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Marinika Tepic, Marko Djurisic, Dr Branislav Mihajlovic, Srdjan Nogo, Dr Danica Bukvic and MA Jadranka Jovanovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to continue and by the end of the day conclude the joint debate in principle and single debate on items 1 – 10 on the agenda.

The MPs also considered the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

On the fourth day of the proceedings, 22 October, the National Assembly commenced a debate in detail on the Bill on Construction Products.

The National Assembly conducted the debate in detail for the remainder of the day.

On the fifth day of the proceedings, 23 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Sonja Pavlovic, Dr Sanda Raskovic Ivic, Dr Ana Stevanovic, Vladimir Djuric, Bosko Obradovic, Enis Imamovic, Dr Aleksandra Jerkov, Mirjana Dragas, Marijan Risticevic and Dr Boban Birmancevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the debate in detail on the Bill on Construction Products. In the course of the proceedings, the Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the representatives of the Chinese Chamber of Commerce who watched part of the sitting.

The MPs conducted the debate in detail on the Bill on Construction Products for the remainder of the day.

On the sixth day of the proceedings, 24 October, the National Assembly continued and for the remainder of the day conducted the debate in detail on the Bill on Construction Products.

On the seventh day of the proceedings, 25 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Zoran Zivkovic, Djordje Vukadinovic, Miroslav Aleksic, Milija Miletic, Prof. Dr Miladin Sevarlic, Dr Ana Stevanovic, Tatjana Macura, Zvonimir Stevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted and completed a debate in detail on the Bill on Construction Products, Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Building Legalization Law, Bill amending and modifying the Air Transport Law, Bill amending and modifying the Law on Transport of Dangerous Goods, Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents, Bill amending and modifying the Law on Road Transport of Passengers, Bill amending and modifying the Law on National Affiliation and Registration of Vessels and the Bill amending and modifying the Law on Maritime Navigation.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Friday, 26 October, as Voting Day on all the items on the agenda for the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10 am.

Voting Day

On Voting Day, 26 October, by majority vote, the National Assembly passed the Bill on Construction Products, Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Building Legalization Law, Bill amending and modifying the Air Transport Law, Bill amending and modifying the Law on Transport of Dangerous Goods, Bill amending and modifying the Law on Investigation in Air, Rail and Water Traffic Accidents, Bill amending and modifying the Law on Road Transport of Passengers, Bill amending and modifying the Law on National Affiliation and Registration of Vessels and the Bill amending and modifying the Law on Maritime Navigation.

The National Assembly also passed the Bill on the Confirmation of the Framework Agreement on Economic and Technical Cooperation between the Government of the Republic of Serbia and the Government of Hungary in the Area of Infrastructure Projects and the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the Second Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018.
