Second Sitting of the Local Self-Government Committee

At the second sitting, held on 2 December, the members of the Local Self-Government Committee considered the functioning of the local self-government after the local elections.

The sitting was chaired by the Committee Chairman, Jovan Palalic, and attended by the Minister of Public Administration and Local Self-Government, Milan Markovic and Secretary-General of the Standing Conference of Towns and Municipalities, Djordje Stanicic.

In the discussion, the Committee members showed interest in the issues concerning the state of local self-government following the local elections held this year under the new regulations passed at the end of last year, above all, the stability of local self-government, its functioning, financing, the adoption of a Statute, regulating the status of employees in local self-government and passing new legal regulations in this area.

Answering the Committee members’ questions, Minister Markovic pointed out that the biggest problem of Serbia’s local self-government, instability and blockade on work, has been resolved in a good way by the new law. He added that the system is stable and it efficiently solves the problems that arise. The Minster announced the passing of a Bill on communal police, public property and state electoral commission, as well as a new legal solution for the rationalisation of the number of employees in local self-government.

The Committee members went on to exchange opinions on the Proposal of the Committee’s work plan and programme in the upcoming period and agreed to vote on it at the next sitting.
