Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2014

At the request of the Government, National Assembly Speaker Maja Gojkovic convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, for Monday, 9 June 2014, starting at 10 am.


The request to hold the extraordinary session specifies an agenda bearing six items:

1. Bill on Consumer Protection,

2. Bill amending and modifying the Law on Electronic Communications,

3. Bill amending and modifying the Law on Postal Services,

4. Bill amending and modifying the Law on Travel Documents,

5. Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2014,

6. Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2014.

By a majority vote, the National Assembly accepted the proposal of MP Meho Omerovic to complete a joint debate in principle on the bills listed as items 1, 2 and 3 on the agenda and a joint single debate on the decision proposals listed as items 5 and 6 on the agenda for the session.

The National Assembly commenced and, by the end of the day, concluded the joint debate in principle on the Bill on Consumer Protection, Bill amending and modifying the Law on Electronic Communications and the Bill amending and modifying the Law on Postal Services.

The bills were elaborated, on the behalf of the submitter, by Deputy Prime Minister and Minister of Trade, Tourism and Telecommunications Dr Rasim Ljajic.

On the second day of the proceedings, 10 June, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Laszlo Varga, Marko Djurisic, Aleksandar Cotric, Gordana Comic, Miroslav Markicevic, Nedjo Jovanovic and Milija Miletic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced and, by the end of the day, concluded the debate in principle on the Bill amending and modifying the Law on Travel Documents, which was elaborated by representative of the submitter Minister of Interior Dr Nebojsa Stefanovic.

On the third day of the proceedings, 12 June, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Dr Ljiljana Kosoric, Ivan Karic, Borislav Stefanovic, Nenad Milosavljevic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced the joint single debate on items 5 and 6 on the agenda - Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2014 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2014. Minister of Defence Bratislav Gasic elaborated the decision proposals as representative of the submitter.

After recess the National Assembly continued and concluded the joint single debate on the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2014 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2014.

The National Assembly proceeded to complete a debate in detail on the Bill on Consumer Protection, Bill amending and modifying the Law on Electronic Communications and the Bill amending and modifying the Law on Postal Services.

On the fourth day of the proceedings, 13 June, the National Assembly completed a debate on the particulars on the Bill amending and modifying the Law on Travel Documents.

As the National Assembly had concluded the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Friday, 13 June 2014, as Voting Day on the items on the agenda for the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2014, starting at 12.15 pm.

Voting Day

On Voting Day, 13 June, by a majority vote, the National Assembly adopted Bill on Consumer Protection, Bill amending and modifying the Law on Electronic Communications, Bill amending and modifying the Law on Postal Services and the Bill amending and modifying the Law on Travel Documents.

By a majority vote, the National Assembly also adopted the Proposal of the Decision on the Adoption of the Annual Plan for the use of the Serbian Armed Forces and other defence forces in multinational operations in 2014 and the Proposal of the Decision on the participation of Serbian Army personnel in multinational operations in 2014.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2014.
