First Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature

At the request of 135 MPs, the Speaker of the National Assembly of the Republic of Serbia Ana Brnabic convened the First Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature for Tuesday, 23 July 2024, starting at noon.

At the beginning of the proceedings, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MPs Prof. Dr Rejhan Kurtovic, Ivana Nikolic and Dr Vladimir Orlic before the expiry of the term they were elected for on the day they tendered their resignations.

Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to articles 134 and 135 of the Law on Election of MPs, the National Assembly verified the term of office of MP Aleksandra Tomic.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Goran Petkovic, Robert Kozma, Ana Ivanovic, Dragana Rakic, Slobodan Petrovic, Sladjana Radisavljevic, Djordje Stankovic, Marinika Tepic and Aleksandar Mirkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly accepted the proposal of MP Ana Brnabic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on all the items on the agenda.

In the continuation of the session, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, National Assembly Speaker Ana Brnabic noted the verification of the term of office of MPs Vesna Stankovic, Zdravko Mladenovic and Sabira Hadziavdic.

For the remainder of the day the National Assembly conducted the joint debate in principle and single debate on all the items on the agenda.

On the second day of the proceedings, 24 July 2024, the National Assembly continued the joint debate in principle and single debate on items 1 to 60 on the agenda.

In the course of the proceedings, the National Assembly received the resignations tendered to the post of MP by Sabira Hadziavdic and Jelena Bogdanovic and pursuant to articles 132 and 133 of the Law on Election of MPs, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, noted the termination of the term of office of MPs Sabira Hadziavdic and Jelena Bogdanovic before the expiry of the term they were elected for, on the day they tendered their resignations. The vacant seats in the National Assembly will be filled in line with the Law on Election of MPs.

Based on the Decree of the Republic Electoral Commission on the allocation of MPs term of office for the purpose of filling vacant seats in the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues ascertaining that conditions have been met to verify the term of office of new MPs, pursuant to Article 134 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MPs Ljubinko Djurkovic, elected from Electoral List DR MILOS JOVANOVIC – HOPE FOR SERBIA – Serbia Coalition HOPE – National Democratic Alternative – New Democratic Party of Serbia (New DSS) – Movement for the Restoration of the Kingdom of Serbia (POKS) – Vojislav Mihailovic, and Edin Numanovic, elected from Electoral List USAME ZUKORLIC – UNITED FOR JUSTICE - JUSTICE AND RECONCILIATION PARTY – BOSNIAKS OF SANDZAK, TOMISLAV ZIGMANOV – DEMOCRATIC ALLIANCE OF CROATS IN VOJVODINA. National Assembly Speaker Ana Brnabic noted the verification of the MPs’ term of office and congratulated them on the election.

On the third day of the proceedings, 25 July 2024, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Danijela Nestorovic, Marina Mijatovic, Milija Miletic, Ana Ivanovic, Branko Pavlovic, Dr Nenad Mitrovic, Slobodan Petrovic, Vladimir Djordjevic, Milos Parandilovic, Irena Zivkovic and Milimir Vujadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then continued the joint debate in principle and single debate on items 1 to 60 on the agenda.

On the fourth day of the proceedings, 29 July 2024, the National Assembly concluded the joint and single debate on items 1 to 60 on the agenda and commenced a debate on the amendments.

On the fifth day of the proceedings, 30 July 2024, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Jovanovic, Marija Jevdjic, Ljubinko Djurkovic, Dr Nenad Mitrovic, Ana Ivanovic, Djordje Komlenski, Dr Tatjana Markovic Topalovic, Rastislav Dinic, Uros Djokic, Dusan Nikezic and Dr Zivan Bajic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Marina Ragus congratulated Damir Mikec and Zorana Arunovic on winning the first gold medal for Serbia in the Paris Olympics.

In the afternoon part of the session, the National Assembly continued the debate in detail on the Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Service Media.

By the end of the day, the National Assembly completed the debate on the amendments submitted to the Bill amending and modifying the Law on Temporary Regulation of Payment of Fees for the Public Service Media and the amendments submitted to the Bill amending and modifying the Law on Special Conditions for the Realisation of the Housing Construction Project for Members of the Security Forces.

The MPs also commenced a debate in detail on the Bill amending and modifying the Law on Payment Services.

On the sixth day of the proceedings, 31 July 2024, the National Assembly completed the debate on all the amendments submitted to the bills on the agenda of the session.

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ana Brnabic set Wednesday, 31 July 2024, as Voting Day on all the items on the agenda of the First Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature, starting at 5 pm.

Following the voting on the items on the agenda, the newly-elected President of the Fiscal Council Prof. Dr Blagoje Paunovic and member of the Fiscal Council Dr Nikola Altiparmakov, took the oath of office before the National Assembly, and Speaker Ana Brnabic congratulated them and withed the success.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ana Brnabic concluded the First Extraordinary Session of the National Assembly of the Republic of Serbia, 14th Legislature.
