Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2012

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly of the Republic of Serbia Prof. Dr Slavica Djukic Dejanovic convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2012 for Monday, 27 February 2012, starting at 10:30 am.


The Request to hold the session specifies the following agenda:

1. Bill Granting Guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia a.d. Belgrade, Erste GCIB Finance I B.V. Amsterdam, Unicredit Bank Serbia a.d. Belgrade and Aik Bank a.d. Nis under the debt of Galenika a.d. Belgrade;

2. Bill Granting Guarantee by the Republic of Serbia in favour of Komercijalna Banka a.d. Belgrade under the debt of Air Traffic Joint Stock Company “JAT AIRWAYS” a.d. Belgrade;

3. Bill Granting Guarantee by the Republic of Serbia in favour of Unicredit Serbia a.d. Belgrade for the construction of an annex to hangar 2, to enable the maintenance and repair of already gained BOEING 737 NG airplane type and equipment aimed at establishing maintenance and repair of AIRBUS 320 airplane type under the debt of "JAT-TEHNIKA” d.o.o. Belgrade;

4. Bill Granting Guarantee by the Republic of Serbia in favour of Hypo Alpe-Adria Bank a.d. Belgrade and Societe Generale Bank Serbia a.d. Belgrade to settle the debt of the Building Directorate of Serbia d.o.o. Belgrade, under the loan contract for the construction of residential-office buildings on the site of the Stepa Stepanovic army barracks in Belgrade;

5. Bill Granting Guarantee by the Republic of Serbia in favour of “JAPAN INTERNATIONAL COOPERATION AGENCY” under the debt of public enterprise “Electric Power of Serbia” Belgrade;

6. Bill on the Confirmation of the Guarantee Contract between the Republic of Serbia and European Investment Bank “City of Belgrade bridge on the Sava/A, City of Belgrade bridge on the Sava/B and access roads”;

7. Bill on the Confirmation of the Guarantee Contract (EPS Small Hydroelectric Power Plants Project) between the Republic of Serbia and European Bank for reconstruction and development;

8. Bill on the Confirmation of the Framework Loan Agreement F/P 1739 between the Council of Europe Development Bank and the Republic of Serbia;

9. Bill on the Confirmation of the Privileged Buyers Loan Agreement for phase one of the Project Packet KOSTOLAC-B POWER PLANT PROJECTS between the Government of the Republic of Serbia as borrower and Chinese Export-Import Bank as lender;

10. Bill on the Confirmation of the Loan Agreement between the Government of the Republic of Serbia as borrower and the Government of the Republic of Azerbaijan as lender for the financing of the construction of sections Ljig-Boljkovci, Boljkovci-Takovo and Takovo-Preljina of highway E-763 in the Republic of Serbia;

11. Bill on the Confirmation of the Finance Agreement between the Republic of Serbia and European Investment Bank and the National Bank of Serbia “Apex loan for small and medium enterprises and median market capitalization enterprises II/C”;

12. Bill on the Confirmation of the Finance Agreement (Improvement of buildings housing judicial authorities) between the Republic of Serbia and European Investment Bank;

13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Japan regarding the Project for the construction of desulfurization facilities at the “Nikola Tesla” Thermal Power Plant;

14. Bill on the Confirmation of the Economic and Technological Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Azerbaijan;

15. Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Organisation for Nuclear Research (CERN) on being granted the status of associate member as the stage preceding CERN membership;

16. Bill on the Confirmation of the Framework Agreement between the Republic of Serbia and the Council of Europe Development Bank on the financing of project “Education for Social Inclusion”;

17. Bill on the Confirmation of the Memorandum of Understanding between the Republic of Serbia and the European Union on the involvement of the Republic of Serbia in the Lifelong Learning Action Programme (2007-2013);

18. Bill on the Confirmation of the amendment of Article 1 and 18 of the Agreement Establishing the European Bank for Reconstruction and Development;

19. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation;

20. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on cooperation in the sphere of maritime transport;

21. Bill on the Confirmation of the Protocol on Persistent Organic Pollutants to the 1979 Convention on Long-Range Transboundary Air Pollution;

22. Bill on the Confirmation of the Protocol on Heavy Metals to the 1979 Convention on Long-Range Transboundary Air Pollution;

23. Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Union on the establishment of the framework enabling the involvement of the Republic of Serbia in European Union crisis management operations, with statements of the Republic of Serbia and European Union member states on lawsuit wavers;

24. Bill on the Confirmation of the Agreement between the Republic of Serbia and the European Union on safety procedures for the exchange and protection of confidential data;

25. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovakia on cooperation and mutual assistance in emergency situations;

26. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Turkey on mutual protection of confidential information and material exchanged as part of cooperation in the field of military industry;

27. Bill on the Confirmation of the Defense Cooperation Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine.

By a majority of votes, the National Assembly decided to complete a joint debate in principle and single debate on items 1 to 13 on the agenda and a joint single debate on items 14 to 27 on the agenda for the session.

For the remainder of the day the National Assembly conducted and concluded the joint debate in principle and single debate and the joint single debate on all the items on the agenda.

On the second day of work, 29 February, the National Assembly conducted and concluded the debate in detail on items 1, 2, 3, 4 and 5 on the agenda for the session.

As the National Assembly had completed the debate on all the items on the agenda, the Deputy Speaker of the National Assembly of the Republic of Serbia Gordana Comic set Wednesday, 29 February, as Voting Day on all the items on the agenda for the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2012, starting at 5 pm.

Voting Day

On Voting Day, 29 February, the National Assembly adopted all 27 of the Bills on the agenda by a majority of votes.

As the National Assembly had completed the discussion on all the items on the agenda and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic Dejanovic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia in 2012.
