Second Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 237 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 9 February 2021, starting at 10 am.


Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Samir Tandir, Shaip Kamberi, Toma Fila and Nebojsa Bakarec, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The request to hold the session specified the following agenda:

  1. Social Card Bill, submitted by the Government;
  2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Lesotho on Cooperation in the Field of Defence, submitted by the Government;
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Cooperation in the Fight against Migrant Smuggling, submitted by the Government;
  4. Proposal of an Authentic Interpretation of Article 2, paragraph 1, item 3 of the Law on Prevention of Corruption (“RS Official Gazette”, no. 35/19 и 88/19), submitted by the Committee on Constitutional and Legislative Issues, and
  5. Proposal of an Authentic Interpretation of Article 64, paragraph 1 of the Law on Higher Education (“RS Official Gazette”, no. 88/17, 73/18, 27/18 – state law, 67/19 and 6/20 – state law), submitted by the Committee on Constitutional and Legislative Issues.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 2 and 3 on the agenda, as well as a joint debate in principle on items 4 and 5 on the agenda of the session.

The National Assembly proceeded to commence a debate in principle on the Social Card Bill, presented by Minister of Labour, Employment, Veteran and Social Affairs Prof. Dr Darija Kisic Tepavcevic.

By the end of the day, the National Assembly had completed the debate in principle on item 1 on the agenda.

On the second day of the proceedings, 10 February, the National Assembly commenced a joint single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Lesotho on Cooperation in the Field of Defence, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Cooperation in the Fight against Migrant Smuggling.

The bills were presented by Minister of the Interior Aleksandar Vulin as representative of the submitter.

By the end of the day, the National Assembly had completed the joint single debate on items 2 and 3 on the agenda.

On the third day of the proceedings, 11 February 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Selma Kucevic, Arpad Fremond, Djordje Milicevic, Dragan D. Markovic and Marko Parezanovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then completed a joint debate in principle on items 4 and 5 on the agenda viz. the Proposal of an Authentic Interpretation of Article 2, paragraph 1, item 3 of the Law on Prevention of Corruption (“RS Official Gazette”, no. 35/19 и 88/19), and the Proposal of an Authentic Interpretation of Article 64, paragraph 1 of the Law on Higher Education (“RS Official Gazette”, no. 88/17, 73/18, 27/18 – state law, 67/19 and 6/20 – state law), with correction, submitted by the Committee on Constitutional and Legislative Issues

As the National Assembly had completed the debate on all the items on the agenda, National Assembly Speaker Ivica Dacic set 11 February 2021, as Voting Day on all the items on the agenda of the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 4.03 pm.

Voting Day

On Voting Day, 11 February 2021, the National Assembly passed the Social Card Bill, submitted by the Government; by majority vote.

The National Assembly also accepted the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Lesotho on Cooperation in the Field of Defence and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Cooperation in the Fight against Migrant Smuggling, submitted by the Government, as well as the Proposal of an Authentic Interpretation of Article 2, paragraph 1, item 3 of the Law on Prevention of Corruption (“RS Official Gazette”, no. 35/19 и 88/19), and the Proposal of an Authentic Interpretation of Article 64, paragraph 1 of the Law on Higher Education (“RS Official Gazette”, no. 88/17, 73/18, 27/18 – state law, 67/19 and 6/20 – state law), submitted by the Committee on Constitutional and Legislative Issues.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Second Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, and congratulated all the citizens the coming Statehood Day.
