Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Monday, 16 December 2019, starting at 10 am.


The National Assembly adopted the following agenda:

  1. Bill on Public Procurement, submitted by the Government;
  2. Bill amending and modifying the Law on Companies, submitted by the Government;
  3. Bill amending and modifying the Public Debt Law, submitted by the Government;
  4. Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, submitted by the Government;
  5. Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government;
  6. Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance, submitted by the Government;
  7. Bill amending the Law on Customs Tariff, submitted by the Government;
  8. Bill amending and modifying the Law on Games of Chance, submitted by the Government;
  9. Bill amending and modifying the Law on Tobacco, submitted by the Government;
  10. Bill amending and modifying the Law on Central Register of Beneficial Owners, submitted by the Government;
  11. Bill amending the Law on Misdemeanours, submitted by the Government;
  12. Bill amending and modifying the Law on Mediation in Real Estate and Leasing, submitted by the Government;
  13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Slovak Republic on the Settlement of the Debt of the Republic of Serbia toward the Slovak Republic, submitted by the Government;
  14. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the United States of America to Improve International Tax Compliance and to Implement FATCA, submitted by the Government;
  15. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on Granting a State Export Loan for the Government of the Republic of Serbia, submitted by the Government;
  16. Bill Granting Guarantees by the Republic of Serbia in favour of Banca Intesa a.d. Beograd and Raiffeisen Bank a.d. Beograd, for Payment of Liabilities of Public Enterprise “Srbijagas“ Novi Sad on Long Term Loan Agreement for the Construction of Gas Distribution Aleksandrovac-Brus-Kopaonik-Raska-Novi Pazar-Tutin (Phase III), submitted by the Government;
  17. Bill on the Confirmation of the E-80 Highway Section Nis – Merdare Phase I Finance Contract between the Government of the Republic of Serbia and the European Investment Bank, submitted by the Government;
  18. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Mutual Recognition of Authorized Economic Entities for Security and Safety (AEOS), submitted by the Government;
  19. Bill on the Confirmation of the Agreement and Restatement Agreement relating to the Financing Agreement originally dated 9 November 2016 between the Republic of Serbia and KfW, Frankfurt am Main, submitted by the Government;
  20. Bill on the Republic of Serbia 2002 Budget Final Financial Statement, submitted by the Government;
  21. Bill on the Republic of Serbia 2003 Budget Final Financial Statement, submitted by the Government; Bill on the Republic of Serbia 2002 Budget Final Financial Statement, submitted by the Government;
  22. Bill on the Republic of Serbia 2004 Budget Final Financial Statement, submitted by the Government;
  23. Bill on the Republic of Serbia 2005 Budget Final Financial Statement, submitted by the Government;
  24. Bill on the Republic of Serbia 2006 Budget Final Financial Statement, submitted by the Government;
  25. Bill on the Republic of Serbia 2007 Budget Final Financial Statement, submitted by the Government;
  26. Bill on the Republic of Serbia 2008 Budget Final Financial Statement, submitted by the Government;
  27. Bill on the Republic of Serbia 2009 Budget Final Financial Statement, submitted by the Government;
  28. Bill on the Republic of Serbia 2010 Budget Final Financial Statement, submitted by the Government;
  29. Bill on the Republic of Serbia 2011 Budget Final Financial Statement, submitted by the Government;
  30. Bill on the Republic of Serbia 2012 Budget Final Financial Statement, submitted by the Government;
  31. Bill on the Republic of Serbia 2013 Budget Final Financial Statement, submitted by the Government;
  32. Bill on the Republic of Serbia 2014 Budget Final Financial Statement, submitted by the Government;
  33. Bill on the Republic of Serbia 2015 Budget Final Financial Statement, submitted by the Government;
  34. Bill on the Republic of Serbia 2016 Budget Final Financial Statement, submitted by the Government;
  35. Bill on the Republic of Serbia 2017 Budget Final Financial Statement, submitted by the Government and
  36. Bill on the Republic of Serbia 2018 Budget Final Financial Statement, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 12, joint debate in principle and single debate on items 13 to 19 and a joint debate in principle on items 20 to 36 on the agenda.

The National Assembly then commenced a joint debate in principle on items 1 to 12 on the agenda, presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

In the course of the proceedings, in line with Article 168, paragraph 3, of the National Assembly Rules of Procedure, the National Assembly included the Proposal of the Decision on the appointment of Supervisory Board, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government, into the agenda of the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019 as item 37.

By the end of the day, the National Assembly concluded the joint debate in principle on items 1 to 12 on the agenda.

On the second day of the proceedings, 17 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Nada Lazic, Jelena Vujic Obradovic, Aleksandar Markovic, Prof. Dr Snezana Bogosavljevic Boskovic, Djordje Vukadinovic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to conduct and conclude a joint debate in principle and single debate on items 13 – 19 on the agenda. The bills were presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

The National Assembly also commenced a joint debate in principle on items 19 – 36 on the agenda which were also presented by Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

On the third day of the proceedings, 18 December, the National Assembly concluded the joint debate in principle on items 19 – 36 on the agenda as well as completed a single debate on item 37 - Proposal of the Decision on the appointment of members of the Supervisory Board.

On the fourth day of the proceedings, 19 December, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Dr Danica Bukvic, Milija Miletic, Vladimir Djuric and Prof. Dr Marko Atlagic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly conducted and concluded a debate in detail on the Bill on Public Procurement, submitted by the Government.

On the fifth day of the proceedings, 20 December, the National Assembly completed a debate in detail on the Bill amending and modifying the Law on Companies, Bill amending and modifying the Public Debt Law, Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance, Bill amending the Law on Customs Tariff, Bill amending and modifying the Law on Games of Chance, Bill amending and modifying the Law on Tobacco, Bill amending and modifying the Law on Central Register of Beneficial Owners, Bill amending the Law on Misdemeanours and the Bill amending and modifying the Law on Mediation in Real Estate and Leasing.

The sitting was attended by Minister of Finance Sinisa Mali.

On the sixth day of the proceedings, 23 December, in line with Article 168, paragraph 3, of the National Assembly Rules of Procedure, by majority vote, the National Assembly included the Proposal of the Candidate List for the election of President of the Commission for State Aid Control and the Proposal of the Candidate List for the election of four members of the Council of the Commission for State Aid Control, into the agenda of the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.

As the National Assembly had completed a debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Monday, 23 December, as Voting Day on all the items on the agenda of the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 10.30 am.

Voting Day

On Voting Day, 23 December, the National Assembly adopted the Bill on Public Procurement, Bill amending and modifying the Law on Companies, Bill amending and modifying the Public Debt Law, Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism, Bill amending and modifying the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, Bill amending and modifying the Law on Central Registry of Compulsory Social Insurance, Bill amending the Law on Customs Tariff, Bill amending and modifying the Law on Games of Chance, Bill amending and modifying the Law on Tobacco, Bill amending and modifying the Law on Central Register of Beneficial Owners, Bill amending the Law on Misdemeanours and the Bill amending and modifying the Law on Mediation in Real Estate and Leasing.

The MPs also adopted the bills on the Republic of Serbia budget final financial statements for 2002, 2003, 2004, 2005, 2006, 2007, 2008, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017 and 2018, submitted by the Government.

The National Assembly also adopted the Proposal of the Decision on the appointment of members of the Supervisory Board, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government. The National Assembly elected Vladimir Antonijevic President of the Commission for State Aid Control and four members of the Council of the Commission for State Aid Control – Ljiljana Blagojevic, Marko Vidakovic, Dusica Djordjevic and Dragan Djurdjevic.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Veroljub Arsic concluded the Ninth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
