Ninth Sitting of the Local Self-Government Committee

At the sitting held on 27 April, the Local Self-Government Committee discussed the functioning and competencies of local self-government units.



At the sitting held on 27 April, the Local Self-Government Committee discussed the functioning and competencies of local self-government units. The sitting was chaired by Jovan Palalic, Committee Chairman.

Discussing the work of municipal and city administration, Minister of Public Administration and Local Self-Government Milan Markovic stressed that there was no blockage in the operation of local authorities. A number of municipal assemblies has been dissolved, primarily due to the inadequacies of the electoral law, Minister Markovic said. He also said that the adoption of new electoral laws will grant the local self-government units more authority, adding that a Law on Communal Police was recently adopted aiming to strengthen local self-government. Serious preparations for the implementation of this law are currently underway, Minister Markovic said.

In the discussion, it was pointed out that municipalities and towns should be granted more extensive proprietary and financial authority. The new electoral laws, currently being drafted, should enable the municipal authorities to be headed by expert staff. The Committee members pointed out that is was not good that political parties dominate the operation of local self-governments.

Representatives of the Ministry of Finance and Standing Conference of Towns and Municipalities took part in the sitting.
