Ninth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021
The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the Ninth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, for Wednesday, 21 April 2021, starting at 10 am.
The National Assembly ascertained the following agenda:
- Bill amending the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending and modifying the National Employment Service 2021 Financial Plan, all submitted by the Government;
- Bill on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, submitted by the Government;
- Bill amending the Law on Establishing a Guarantee Scheme as a Measure of Support to the Economy for Mitigating the Consequences of COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, submitted by the Government;
- Bill on Establishing Another Guarantee Scheme as a Measure of Additional Support to the Economy Due to Prolonged Negative Impact of the Pandemic COVID 19 caused by SARS-CoV-2 Virus, submitted by the Government;
- Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
- Bill amending the Law on Contributions for Mandatory Social Insurance, submitted by the Government;
- Bill on Electronic Invoicing, submitted by the Government;
- Bill amending the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government;
- Bill amending and modifying the Insurance Law, submitted by the Government;
- Bill on Register of Administrative Procedures, submitted by the Government;
- Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China on Mutual Recognition of the AEO Programme of the Customs Administration of the Ministry of Finance of the Republic of Serbia and the Corporate Loan Management Programme of the General Administration of Customs of the People’s Republic of China, submitted by the Government;
- Bill on the Confirmation of the Investment Incentive Agreement between the Government of the Republic of Serbia and the Government of the United States of America, submitted by the Government;
- Bill on the Confirmation of Annex 1 of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation in the Implementation of Priority Projects in the Republic of Serbia, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 2 to 6, items 7 to 10 and items 11 to 13 on the agenda.
The National Assembly decide to double the discussion time on item 1 on the agenda, i.e. to extend it to 10 hours.
The National Assembly commenced a debate in principle on item 1 on the agenda, presented by Minister of Finance Sinisa Mali on behalf of the submitter.
For the remainder of the day the National Assembly conducted and completed the debate in principle on item 1 on the agenda.
On the second day of the proceedings, 22 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Djordje Milicevic and Marijan Risticevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly completed a joint debate in principle on items 2 to 6 on the agenda.
Said bills were presented by Minister of Finance Sinisa Mali.
Following the debate, National Assembly Speaker Ivica Dacic said that no amendments had been submitted to items 1 to 4 on the agenda and reminded the MPs of Article 87, paragraph 5 of the National Assembly Rules of Procedure, according to which Voting Day on a bill may be set immediately after the debate on said bill is completed, and proceeded to set Thursday, 22 April 2021, as Voting Day on all items 1 to 4 on the agenda of the Ninth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6.32 pm.
Voting Day on items 1 to 4 on the agenda
On Voting Day, 22 April 2021, the National Assembly passed, unanimously, with 193 votes in favour, the Bill amending the Republic of Serbia 2021 Budget Bill, with its accompanying Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending the Republic Health Insurance Fund 2021 Financial Plan, Proposal of the Decision to grant consent to the Decision amending and modifying the Fund for Social Insurance of Military Insured 2021 Financial Plan and the Proposal of the Decision to grant consent to the Decision amending and modifying the National Employment Service 2021 Financial Plan, all submitted by the Government.
The National Assembly also unanimously passed the Bill on Provisional Register of Adult Citizens of the Republic of Serbia to whom Financial Assistance is Paid to Mitigate the Consequences of the COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, Bill amending the Law on Establishing a Guarantee Scheme as a Measure of Support to the Economy for Mitigating the Consequences of COVID-19 Pandemic Caused by the SARS-CoV-2 Virus, and the Bill on Establishing Another Guarantee Scheme as a Measure of Additional Support to the Economy Due to Prolonged Negative Impact of the Pandemic COVID 19 caused by SARS-CoV-2 Virus, submitted by the Government.
On the third day of the proceedings, 27 April, the National Assembly conducted and completed a debate in principle on items 7 to 10 on the agenda.
On the fourth day of the proceedings, 28 April 2021, the National Assembly conducted and concluded a joint single debate on the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China on Mutual Recognition of the AEO Programme of the Customs Administration of the Ministry of Finance of the Republic of Serbia and the Corporate Loan Management Programme of the General Administration of Customs of the People’s Republic of China, Bill on the Confirmation of the Investment Incentive Agreement between the Government of the Republic of Serbia and the Government of the United States of America, and the Bill on the Confirmation of Annex 1 of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation in the Implementation of Priority Projects in the Republic of Serbia.
The National Assembly went on to complete a debate in detail on the Bill amending and modifying the Personal Income Tax Law and the Bill amending the Law on Contributions for Mandatory Social Insurance.
As the National Assembly had completed the debate on the all the items on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 28 April 2021, as Voting Day on items 5 to 13 on the agenda of the Ninth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 3.33 pm.

On Voting Day, 28 April 2021, the National Assembly passed the:
5.Bill amending and modifying the Personal Income Tax Law, submitted by the Government;
6.Bill amending the Law on Contributions for Mandatory Social Insurance, submitted by the Government;
7.Bill on Electronic Invoicing, submitted by the Government;
8.Bill amending the Law on Deadlines for Settlement of Financial Liabilities in Commercial Transactions, submitted by the Government;
9.Bill amending and modifying the Insurance Law, submitted by the Government;
10.Bill on Register of Administrative Procedures, submitted by the Government;
11.Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China on Mutual Recognition of the AEO Programme of the Customs Administration of the Ministry of Finance of the Republic of Serbia and the Corporate Loan Management Programme of the General Administration of Customs of the People’s Republic of China, submitted by the Government;

13.Bill on the Confirmation of Annex 1 of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on Cooperation in the Implementation of Priority Projects in the Republic of Serbia, submitted by the Government.
As the National Assembly had completed the debate all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the Ninth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2021.
