Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, for Wednesday, 23 October 2019, starting at 10 am.


The National Assembly ascertained the following agenda:

  1. Bill on Postal Services, submitted by the Government;
  2. Bill on the Confirmation of the Acts of the World Postal Union, submitted by the Government;
  3. Bill amending and modifying the Law on Information Security, submitted by the Government;
  4. Bill amending and modifying the Law on General Product Safety, submitted by the Government;
  5. Bill amending and modifying the Law on Export and Import of Dual Use Goods, submitted by the Government;
  6. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group;
  7. Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2019 Financial Plan, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1, 2 and 3 on the agenda and a joint debate in principle on items 4 and 5 on the agenda.

The National Assembly proceeded to commence a joint debate in principle on the Bill on Postal Services, Bill on the Confirmation of the Acts of the World Postal Union and the Bill amending and modifying the Law on Information Security.

The bills were presented by representative of the submitter Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

The MPs conducted and by the end of the day concluded the joint debate in principle on items 1 - 3 on the agenda.

On the second day of the proceedings, 24 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Stefana Miladinovic, Marijan Risticevic, Prof. Dr Marko Atlagic and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to commence a joint debate in principle on the Bill amending and modifying the Law on General Product Safety and the Bill amending and modifying the Law on Export and Import of Dual Use Goods. The bills were presented by representative of the submitter Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic.

In the course of the day the National Assembly completed the joint debate in principle on the abovementioned bills.

By the end of the daily proceedings, the National Assembly had also completed a single debate on item 6 on the agenda.

On the third day of the proceedings, 25 October, the National Assembly commenced a single debate on the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2019 Financial Plan.

By the end of the day, the National Assembly concluded the single debate on item 7 on the agenda.

On the fourth day of the proceedings, 28 October, the National Assembly completed a debate in detail on the Bill on Postal Services and the Bill amending and modifying the Law on Information Security.

On the fifth day of the proceedings, 29 October, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Milija Miletic, Dr Danijela Stojadinovic, Vladimir Djuric, Goran Pekarski and Djordje Vukadinovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to conduct and conclude a debate in detail on the Bill amending and modifying the Law on General Product Safety and the Bill amending and modifying the Law on Export and Import of Dual Use Goods, submitted by the Government.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Wednesday, 30 October, as Voting Day on all the items on the agenda of the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 10 am.

Voting Day

On Voting Day, 30 October, by majority vote, the National Assembly adopted the Bill on Postal Services, Bill on the Confirmation of the Acts of the World Postal Union, Bill amending and modifying the Law on Information Security, Bill amending and modifying the Law on General Product Safety and the Bill amending and modifying the Law on Export and Import of Dual Use Goods.

The MPs also adopted the Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group and the Proposal of the Decision to grant consent to the Decision amending and modifying the Republic Pension and Disability Insurance Fund 2019 Financial Plan.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2019.
