Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019, for Thursday, 18 April, starting at 10 am.


Before the agenda was adopted, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Dr Predrag Jelenkovic, Bojan Torbica and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly adopted the following agenda:

  1. Bill on Conversion of Housing Loans Indexed in Swiss Francs, submitted by the Government,
  2. Bill amending the Budget System Law, submitted by the Government,
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic on the Settlement of the Debt of the Republic of Serbia towards the Czech Republic, submitted by the Government,
  4. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Rondex Finance, Inc. on the Settlement of the outstanding Debt of the Republic of Serbia to Rondex Finance, Inc. from the clearing operations period, submitted by the Government,
  5. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on the activities of the French Development Agency and PROPARCO in Serbia, submitted by the Government,
  6. Bill granting guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia a.d. Belgrade, Komercijalna Banka a.d. Belgrade and Vojvodjanska Banka a.d. Novi Sad under the debt of Public Enterprise Srbijagas Novi Sad, under the Loan Agreement for the construction of Pipeline on the territory of the Republic of Serbia from the border with the Republic of Bulgaria to the border with Hungary and other countries neighbouring the Republic of Serbia through the investment in the capital of South Stream Serbia AG, Zug, Switzerland, submitted by the Government,
  7. Bill amending and modifying the Law on Employment of Foreigners, submitted by the Government,
  8. Bill amending and modifying the Law on Foreigners, submitted by the Government,
  9. Bill amending the Law on Airport Management, submitted by the Government,
  10. Bill amending and modifying the Law on Planning and Construction, submitted by the Government,
  11. Bill amending and modifying the Law on Cable Cars for Transport of People, submitted by the Government,
  12. Bill amending and modifying the Law on Road Transport of Passengers, submitted by the Government,
  13. Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre, submitted by the Government,
  14. Bill on the Confirmation of the International Road Transport Agreement between the Government of the Republic of Serbia and the Government of the United Kingdom of Great Britain and Northern Ireland, submitted by the Government,
  15. Bill amending and modifying the Law on Procedure of Registration with the Business Registers Agency, submitted by the Government,
  16. Bill amending and modifying the Law on Pledge of Movable Assets in the Pledge Register, submitted by the Government,
  17. Proposal of the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Ombudsman’s Support Service, submitted by the Committee on Administrative, Budgetary, Mandate and Immunity Issues, and
  18. Proposal of the Decision to Grant Consent to the Rulebook on Internal Organisation and Job Systematisation at the Support Service of the Commissioner for Protection of Equality, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.
The National Assembly accepted the proposal of MP Aleksandar Markovic to complete a joint debate in principle and single debate on all the items on the agenda.

The Chair, National Assembly Deputy Speaker Djordje Milicevic informed the MPs present that all the members of the Government had been invited to the sitting.

The National Assembly then commenced the joint debate in principle and single debate on all the items on the agenda.

The bills were presented by Minister of Finance Sinisa Mali, Minister of Labour, Employment, Veteran and Social Affairs Zoran Djordjevic and Minister of Construction, Transport and Infrastructure Zorana Mihajlovic.

The National Assembly conducted the joint debate in principle and single debate for the remainder of the workday.

On the second day of the proceedings, 19 April, the National Assembly continued the joint debate in principle and single debate on all the items on the agenda.

By the end of the workday, the MPs had completed the joint debate in principle and single debate on items 1 to 18 on the agenda of the Fourth Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2019

On the third day of the proceedings, 23 April, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Miljan Damjanovic, Jelena Zaric Kovacevic, Novica Toncev and Marijan Risticevic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

In the course of the proceedings, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic greeted, on the behalf of the MPs and himself, the students of the 10th generation of educational programme PolitiKAS who watched part of the sitting from the gallery of the Grand Hall.

By the end of the day the MPs completed a debate in detail on the Bill on Conversion of Housing Loans Indexed in Swiss Francs, Bill amending the Budget System Law and the Bill amending and modifying the Law on Employment of Foreigners.

By the end of the day the National Assembly also completed a debate in detail on the Bill amending the Law on Airport Management, Bill amending and modifying the Law on Planning and Construction, Bill amending and modifying the Law on Cable Cars for Transport of People, Bill amending and modifying the Law on Road Transport of Passengers, Bill amending and modifying the Law on Procedure for Registration into Real Estate and Power Lines Cadastre and the Bill amending and modifying the Law on Pledge of Movable Assets in the Pledge Register.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Thursday, 25 April, as Voting Day on all the items on the agenda of the Fourth Regular Session of the National Assembly of the Republic of Serbia in 2019, starting at 10 am.

Voting Day

On Voting Day, 25 April 2019, the National Assembly passed the Bill on Conversion of Housing Loans Indexed in Swiss Francs, Bill amending the Budget System Law, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Czech Republic on the Settlement of the Debt of the Republic of Serbia towards the Czech Republic, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and Rondex Finance, Inc. on the Settlement of the outstanding Debt of the Republic of Serbia to Rondex Finance, Inc. from the clearing operations period, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of France on the activities of the French Development Agency and PROPARCO in Serbia, Bill granting guarantee by the Republic of Serbia in favour of Societe Generale Bank Serbia a.d. As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the Fourth Regular Session of the National Assembly of the Republic of Serbia in 2019.
