Fourth Public Hearing on Amendments to Law on Unified Electoral Roll Held in Novi Sad

The Committee on Constitutional and Legislative Issues held a public hearing on the topic: "Presentation of the Draft Law amending and modifying the Law on the Unified Electoral Roll, prepared by the Working Group for the Improvement of the Electoral Process " in Novi Sad today.


Committee Chairperson Milica Nikolic thanked all the participants of the Public Hearing for their engagement and contribution, which she considers to be of exceptional importance for the further development and improvement of the Draft Law amending and modifying the Law on the Unified Electoral Roll and expressed her hope that after the Committee’s public hearings they will find their way into the parliamentary procedure. She said that the public hearing in Novi Sad represents a continuation of the Committee's efforts to contribute to the transparency and inclusiveness legislative improvement of the electoral process. She also emphasised the importance of the widest possible public participation in the public hearings organised by the Committee, in order to examine this important topic in the most comprehensive way possible.

She reminded the attending that the Chairman of the Working Group Nemanja Nenadic, from the NGO Transparency Serbia, had submitted to the Committee an act with two proposals for amendments to the Law on the Unified Electoral Roll, which received the largest number of votes at the Working Group session, but did not receive the majority needed for adoption. Their proposers are Working Group members - Pavle Dimitrijevic, from the NGO Crta, who did not attend the public hearing, and MP Ugljesa Mrdic.

Then Ugljesa Mrdic presented his Draft Law amending and modifying the Law on the Unified Electoral Roll, which was followed by a discussion on the solutions he presented.

The draft amendments to the law represent the implementation of the ODIHR recommendations presented by their mission in its report after observing the elections in the Republic of Serbia.

The public hearing was attended by members of the Committee and the Working Group for the Improvement of the Electoral Process, MPs, representatives of the Ministry of the Interior and the Ministry of Public Administration and Local Self-Government, the Assembly of AP Vojvodina, members of the Republic Electoral Commission and representatives of international organisations, the European Union Delegation and the OSCE Mission to Serbia.
