First Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the First Special Sitting of the National Assembly of the Republic of Serbia in its 12th legislature for Wednesday, 28 October 2020. The sitting started at 10 am.


For the First Special Sitting, the Speaker set the following one-item agenda:

  1. Election of the Government and oath taking by the Prime Minister and members of the Government.
The National Assembly Speaker informed the MPs that, in line with article 90, paragraph 1, of the National Assembly Rules of Procedure, candidates for Prime Minister and Government members were invited to the sitting in addition to the MPs, and due to the epidemiological situation, no guests were invited besides the personal guests of the Prime Minister and Government members.

National Assembly Speaker Ivica Dacic stated that, in line with article 112, paragraph 1, item 3 of the Constitution of the Republic of Serbia, the President of the Republic of Serbia Aleksandar Vucic has submitted a nomination of a candidate for Prime Minister of the Republic of Serbia, and the candidate for Prime Minister, Ana Brnabic, has also submitted written consent that she accepts the candidacy.

The Prime Minister designate Ana Brnabic presented the Government’s programme and proposed the composition of the Government to the National Assembly.

Prime Minister designate Ana Brnabic nominated the following for members of the Government of the Republic of Serbia: for First Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic, for Deputy Prime Minister and Minister of Agriculture, Forestry and Water Management Branislav Nedimovic, for Deputy Prime Minister and Minister of Mining and Energy Prof. Dr Zorana Mihajlovic, for Deputy Prime Minister and Minister of Defence Nebojsa Stefanovic, for Deputy Prime Minister and Minister of Culture and the Media Maja Gojkovic, for Minister of Finance Sinisa Mali, for Minister of Economy Andjelka Atanaskovic, for Minister of Environmental Protection Irena Vujovic, for Minister of Construction, Transport and Infrastructure Tomislav Momirovic, for Minister of Trade, Tourism and Telecommunications Tatjana Matic, for Minister of Justice Maja Popovic, for Minister of Public Administration and Local Self-Government Marija Obradovic, for Minister of Human and Minority Rights and Social Dialogue Gordana Comic, for Minister of the Interior Aleksandar Vulin, for Minister of Foreign Affairs Nikola Selakovic, Minister for European Integration Jadranka Joksimovic, for Minister of Health Dr Zlatibor Loncar, for Minister of Labour, Employment, Veteran and Social Affairs Prof. Dr Darija Kisic Tepavcevic, for Minister of Family Welfare and Demography Radomir Ratko Dmitrovic, for Minister of Youth and Sport Vanja Udovicic, for Minister of Rural Welfare Milan Krkobabic, for Minister without portfolio Nenad Popovic and for Minister without portfolio Novica Toncev.

In the course of the sitting, based on the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office before the expiry of the term he was elected for of MP Novica Toncev, on the day of his resignation.

Based on the Decision of the Republic Electoral Commission on the allocation of MPs’ terms of office for the purpose of filling vacant seats at the National Assembly and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly verified the terms of office of MPs Nevena Vujadinovic, Petar Vesovic, Nemanja Popovic, Milan Jugovic, Mirela Radenkovic, Bosiljka Srdic, Boris Bursac and Aco Petrovic from the ALEKSANDAR VUCIC – FOR OUR CHILDREN Electoral List and MP Ljiljana Kuzmanovic from the ALEKSANDAR SAPIC – VICTORY FOR SERBIA Electoral List, who, having their terms of office verified, proceeded to take the oath of office. National Assembly Speaker Ivica Dacic congratulated the newly-elected MPs and wished them success in their work on behalf of the National Assembly and himself.

As the National Assembly had completed the debate the only item on the agenda, National Assembly Speaker Ivica Dacic set Wednesday, 28 October 2020, as Voting Day, starting at 7:23 pm.

Voting Day

On Voting Day, 28 October 2020, the MPs voted on the Government’s programme and the proposal for the election of Prime Minister and members of the Government by roll call. By a majority of 227 MPs’ votes, the National Assembly adopted the Government’s programme and elected Ana Brnabic Prime Minister of the Republic of Serbia and the members of the Government in the proposed composition.

Oath Taking by the Prime Minister and Members of the Government

Following the vote, the Prime Minister, deputy prime ministers and ministers of the Government took the oath of office by reading the text of the oath as stipulated by law and then signed the text of the oath.

National Assembly Speaker Ivica Dacic congratulated the Prime Minister, Deputy Prime Ministers and Ministers and wished them success in their work.

As the National Assembly had completed the debate on the only item on the agenda and ruled on it, National Assembly Speaker Ivica Dacic concluded the First Special Sitting of the National Assembly of the Republic of Serbia, 12th Legislature.
