The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia performed by the mixed choir of the Ministry of Defence and the Serbian Army.

Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Enis Imamovic, Zoran Zivkovic, Vladimir Djuric, Djordje Vukadinovic, Dr Aleksandra Jerkov, Branka Stamenkovic, Dr Muamer Bacevac, Miroslav Aleksic, Bosko Obradovic, Marijan Risticevic and Dr Aleksandar Martinovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly commenced to ascertain the agenda.

On the second day of the proceedings, 3 October, the National Assembly adopted the following agenda:

1. Bill amending and modifying the Law on Environmental Protection, submitted by the Government;
2. Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia in the Field of Environmental Protection and Conservation, submitted by the Government;
3. Bill on the Confirmation of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds, submitted by the Government;
4. Bill on the Confirmation of the Protocol on Sustainable Transport to the Framework Convention on the Protection and Sustainable Development of the Carpathians, submitted by the Government;
5. Bill on the Confirmation of the Agreement on the Conservation of Populations of European Bats, submitted by the Government;
6. Proposal of the Decision to Grant Consent to the Decision amending the National Health Insurance Fund 2018 Financial Plan, submitted by the Government;
7. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
8. Proposal of the Decision amending the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, submitted by National Assembly Speaker Maja Gojkovic;
9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;
10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group;
11. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Social Democratic Party of Serbia Parliamentary Group;
12. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Enough is Enough Parliamentary Group;
13. Proposal of the Decision on the Termination of Office of President of the Basic Court in Sombor, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government;
14. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Progressive Party Parliamentary Group.

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 – 6, and joint single debate on items 7 - 14 on the agenda.

The National Assembly went on to commence the joint debate in principle and single debate on items 1, 2, 3, 4, 5 and 6 – the Bill amending and modifying the Law on Environmental Protection, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia in the Field of Environmental Protection and Conservation, Bill on the Confirmation of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds, Bill on the Confirmation of the Protocol on Sustainable Transport to the Framework Convention on the Protection and Sustainable Development of the Carpathians, Bill on the Confirmation of the Agreement on the Conservation of Populations of European Bats, and the Proposal of the Decision to Grant Consent to the Decision amending the National Health Insurance Fund 2018 Financial Plan.

The documents were presented by representatives of the submitter Minister of Health Dr Zlatibor Loncar and Minister of Environmental Protection Goran Trivan.

The National Assembly conducted the joint debate in principle and single debate on items 1 - 6 on the agenda for the remainder of the day.

On the third day of the proceedings, 4 October, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Sanda Raskovic Ivic, Prof. Dr Vojislav Seselj, Gordana Comic, Branka Stamenkovic, Olena Papuga, Milija Miletic, Aleksandra Cabraja, Tatjana Macura, Bosko Obradovic, Mirjana Dragas and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and for the remainder of the day conducted the joint debate in principle and single debate on items 1 – 6 on the agenda.

On the fourth day of the proceedings, 5 October, the National Assembly continued and by the end of the day completed the joint debate in principle and single debate on items 1 – 6 on the agenda.

The National Assembly also completed a joint single debate on items 7 – 14 on the agenda.

On the fifth day of the proceedings, 9 October, the National Assembly conducted a debate in detail on the Bill amending and modifying the Law on Environmental Protection.

On the sixth day of the proceedings, 10 October, before moving on to the agenda the MPs’ paid respects to the victims of yesterday’s road traffic accident on the Belgrade-Nis highway near Jagodina with a minute of silence.

The National Assembly then continued the debate in detail on item 1 one the agenda.

On the seventh day of the proceedings, 11 October, before moving on to the agenda the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Aleksandar Stevanovic, Zoran Zivkovic, Djordje Vukadinovic, Dr Predrag Jelenkovic, Bojan Torbica, MA Ivan Kostic, Sasa Radulovic, Dr Aleksandra Jerkov, Vojislav Vujic, Vjerica Radeta, Dr Vesna Ivkovic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and completed the debate in detail on item 1 on the agenda.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Veroljub Arsic set Friday, 12 October, as Voting Day on all the items on the agenda for the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 10 am.

On Voting Day, 12 October, by majority vote, the National Assembly passed the Bill amending and modifying the Law on Environmental Protection, Bill on the Confirmation of the Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia in the Field of Environmental Protection and Conservation, Bill on the Confirmation of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds, Bill on the Confirmation of the Protocol on Sustainable Transport to the Framework Convention on the Protection and Sustainable Development of the Carpathians and the Bill on the Confirmation of the Agreement on the Conservation of Populations of European Bats, submitted by the Government.

The National Assembly also passed the Proposal of the Decision to Grant Consent to the Decision amending the National Health Insurance Fund 2018 Financial Plan, two decision proposals to amend the Decision on the Establishment of the Composition of the Standing Delegations of the National Assembly of the Republic of Serbia to International Parliamentary Institutions, five decision proposals to amend the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia and the Proposal of the Decision on the Termination of Office of President of the Basic Court in Sombor.

On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Deputy Speaker Veroljub Arsic concluded the First Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2018
