First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018
The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, for Tuesday, 6 March, starting at 10 am.
Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Marko Djurisic, Jovan Jovanovic, Dr Dijana Vukomanovic, Ivan Kostic, Radoslav Milojicic, Ljupka Mihajlovska, Aleksandar Seselj and Josip Broz requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
At the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Vesna Rakonjac before the expiry of the term she was elected for, on the day of her resignation.
Based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly went on to note the verification of the term of office of MP Sandra Bozic from the Electoral List ALEKSANDAR VUCIC – SERBIA IS WINNING.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 18 on the agenda and a joint single debate on items 19 to 32 on the agenda.
The National Assembly proceeded to adopt the following agenda:
The Chair, National Assembly Deputy Speaker Veroljub Arsic launched the proceedings on the third day, 8 March, by congratulating International Women’s Day.
Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Marinika Tepic, Miroslav Aleksic, Dr Sanda Raskovic Ivic, Milija Miletic, Nada Lazic, Dr Ana Stevanovic, Zoran Radojicic, Nedjo Jovanovic, Gordana Comic and Prof. Dr Marko Atlagic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly continued and, by the end of the day, completed the joint debate in principle on items 1 to 18 on the agenda.
On the fourth day of the proceedings, 9 March, the National Assembly commenced the joint single debate on items 19 to 32 on the agenda.
The items were presented by representatives of the submitters – the Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic, High Judicial Council elective member Ivan Jovicic and State Prosecutorial Council elective member Sandra Kulezic.
The National Assembly went on to complete the joint single debate on items 19 to 32 on the agenda.
In the course of the proceedings, pursuant to article 168, paragraph 3, of the National Assembly Rules of Procedure, by majority vote, the National Assembly included into the agenda two decision proposals to amend the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group, as well as the Proposal for the Dismissal of National Assembly Secretary General Svetislava Bulajic, submitted by National Assembly Speaker Maja Gojkovic, as items 33, 34 and 35 on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
As the National Assembly completed a joint single debate on items 33, 34 and 35 on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Friday, 9 March, as Voting Day on items 33 to 35 on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018, starting at 4.08 pm.
On Voting Day, 9 March, the National Assembly adopted the two decision proposals to amend the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the Serbian Radical Party Parliamentary Group, and dismissed Svetislava Bulajic from the post of National Assembly Secretary General.
On the fifth day of the proceedings, 12 March, the National Assembly conducted a debate in detail on item 1 on the agenda - Bill on Foreigners.
Pursuant to article 90, paragraph 1 of the National Assembly Rules of Procedure, the proceedings were attended by Deputy Prime Minister and Minister of the Interior Dr Nebojsa Stefanovic, representative of the submitter.
On the sixth day, 13 March, before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Jovan Jovanovic, Djordje Komlenski, Marko Djurisic, Djordje Vukadinovic, Olena Papuga, Gordana Comic, Tatjana Macura, Bosko Obradovic, Nedjo Jovanovic and Zeljko Susec requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.
The National Assembly went on to continue the debate in detail on the Bill on Foreigners.
On the seventh day of the proceedings, 14 March, the National Assembly conducted and concluded the debate in detail on items 1 to 10 on the agenda.
In the course of the day, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic greeted, on the behalf of the National Assembly and himself, the delegation of Republic Korea headed by the Deputy Speaker of the Parliament of the Republic of Korea Park Joo-sun who followed part of the sitting.

On Voting Day, 22 March, by majority vote, the National Assembly adopted the Bill on Foreigners, Bill on Asylum and Temporary Protection, Bill on Border Control, Bill on Records and Data Processing in the Field of Internal Affairs, Bill on National DNA Registry, Bill on Personal Identification Number, Bill amending and modifying the Law on Citizenship of the Republic of Serbia, Bill amending and modifying the Law on Road Traffic Safety, Bill amending and modifying the Law on Police, and the Bill amending and modifying the Law on Public Peace and Order.
The Chair, National Assembly Deputy Speaker Veroljub Arsic greeted, on the behalf of the MPs and himself, the students of “Creative Quill” grammar school who followed part of the National Assembly sitting from the gallery of the Grand Hall.
The National Assembly went on to pass the Bill on the Confirmation of the Police Cooperation Agreement between the Republic of Serbia and the Kingdom of Belgium, Bill on the Confirmation of the Agreement between the Ministry of the Interior of the Republic of Serbia and the Federal Security Service of the Russian Federation on Cooperation and Joint Actions, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on Cooperation in the Area of Protection against Natural and Other Disasters, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Council of Ministers of Bosnia and Herzegovina in the Protection against Natural and Other Disasters, Bill on the Confirmation of the Agreement amending the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Spain on Reciprocal Recognition and Exchange of National Driving Licences, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Greece on Reciprocal Recognition of Driving Licences, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Sweden on Cooperation in the Area of Law Implementation, and the Bill on the Confirmation of the Working Arrangement between the Ministry of the Interior of the Republic of Serbia and the European Union Agency for Law Enforcement Training (CEPOL).
The MPs also adopted the Proposal of the Decision on the Election of President of the Council of the Governor of the National Bank of Serbia, Proposal of the Decision on the Election of Director of the Administration for Supervision of Financial Institutions, Proposal of the Decision on the termination of office of Securities Commission member, Proposal of the Decision on the election of president and members of the Energy Agency Council of the Republic of Serbia, Proposal of the Decision on the election of court presidents, Proposal of the Decision on the election of Deputy Public Prosecutor, Proposal of the Decision on the election of Deputy Public Prosecutor, Proposal of the Decision on the termination of office of Misdemeanour Appellate Court President, Proposal of the Decision on the termination of office of President of the Basic Court in Novi Sad, Proposal of the Decision on the termination of office of President of the Commercial Court in Leskovac, Proposal of the Decision on the termination of office of President of the Basic Court in Novi Pazar, Proposal of the Decision on the election of court presidents, Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission, and the Proposal of the Decision amending the Decision on the Dismissal and Appointment of Members and Substitute Members of the Republic Electoral Commission.
On Voting Day the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.
As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2018.
