First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2016

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2015, for Tuesday, 1 March 2016, starting at 10 am.


The First Regular Session was opened to the sounds of the national anthem of the Republic of Serbia, “God of Justice”, performed by the choir “Carolija” from Belgrade.

Before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Annamaria Vicsek, Nada Lazic, Zika Gojkovic, Riza Halimi, Blagoje Bradic, Zvonimir Stevic, Gordana Comic and Zarko Micin, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly set the following agenda:

1. Bill on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government;
2. Proposal of an authentic interpretation of the provisions of Article 52, paragraph 1, Article 29, paragraph 1, Article 30, paragraph 2 and Article 50, paragraph 2, item 1) of the Privatisation Law, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly;
3. Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council;
4. Proposal of the Decision on the dismissal of President of the First Basic Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly;
5. Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Krusevac, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly;
6. Proposal of the Decision on the dismissal of President of the Misdemeanour Court in Jagodina, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly;
7. Proposal of the Decision amending the Decision on the dismissal and appointment of members and substitute members of the Republic Electoral Commission, submitted by MP Zoran Babic;
8. Candidate List for the election of members of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee of the National Assembly;
9. Proposal of the Decision on the election of Chairman, Deputy Chairman and members of the Managing Board of the Regulatory Agency for Electronic Communication and Postal Services, submitted by the Government and
10. Proposal of the Decision on the termination of office of member of the Republic Commission for Protection of Rights in Public Procurement Procedures, submitted by the Committee on Finance, State Budget and Control of Public Spending of the National Assembly.

The National Assembly accepted the proposal of MP MA Igor Becic to complete a joint debate in principle and single debate on all the items on the agenda for the sitting.

The National Assembly then proceeded to commence the joint debate in principle and single debate on all the items on the agenda, for which the rationale was provided by representatives of the submitters, Deputy Prime Minister and Minister of Public Administration and Local Self-Government Kori Udovicki and Mirjana Ivic on the behalf of the High Judicial Council.

By the end of the day the National Assembly had completed the joint debate in principle and single debate on all the items on the agenda for the sitting.

On the second day of the proceedings, 2 March, the National Assembly completed a debate in detail on the Bill on Employees in Autonomous Provinces and Local Self-Government Units.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic set Thursday, 3 March 2016, as Voting Day on all the items on the agenda for the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2016, starting at 1 pm.

Voting Day

On Voting Day, 3 March, by majority vote, the National Assembly passed the Bill on Employees in Autonomous Provinces and Local Self-Government Units, submitted by the Government, and the Proposal of an authentic interpretation of the provisions of Article 52, paragraph 1, Article 29, paragraph 1, Article 30, paragraph 2 and Article 50, paragraph 2, item 1) of the Privatisation Law, submitted by the Committee on Constitutional and Legislative Issues of the National Assembly.

By majority vote, the MPs also adopted the Proposal of the Decision on the election of judges to judicial office for the first time, submitted by the High Judicial Council, Proposal of the Decision on the dismissal of President of the First Basic Court in Belgrade, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly, Proposal of the Decision on the termination of office of President of the Misdemeanour Court in Krusevac, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly, Proposal of the Decision on the dismissal of President of the Misdemeanour Court in Jagodina, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government of the National Assembly, as well as the Proposal of the Decision amending the Decision on the dismissal and appointment of members and substitute members of the Republic Electoral Commission, submitted by MP Zoran Babic.

From the Candidate List for the election of members of the Council of the Regulatory Authority for Electronic Media, submitted by the Culture and Information Committee of the National Assembly, the National Assembly elected Aleksandra Jankovic, nominated by churches and religious communities.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the sitting and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2016.
