63rd Sitting of the Committee on Constitutional and Legislative Issues

At the sitting held on 18 December, the members of the Committee on Constitutional and Legislative Issues reviewed the results of the Committee’s cooperation with the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), from Warsaw, on improvement of legislative procedure and quality of legislative drafting in the Republic of Serbia.


The Chairman of the Committee on Constitutional and Legislative Issues Dr Aleksandar Martinovic said that the cooperation with the OSCE/ODIHR and the OSCE Mission to Serbia that started in 2011 with the signing of the Memorandum of Understanding is truly significant. Since 2012, several workshops have been organised on legislative drafting and consolidation attended by ODIHR experts and all the participants in the legislative process and control of implementation in the Republic of Serbia. The workshops resulted in a series of recommendations for the improvement of the legislative procedure and quality of legislative drafting in the Republic of Serbia which are to be included into the Roadmap to regulatory reform in the Republic of Serbia.
ODIHR Experts Alice Thomas and Evgenia Avetisova presented the Draft Roadmap to the Committee members and its recommendations structured into four sections: legislative consolidation, legislative harmonisation, monitoring of implementation and evaluation of regulations and transparent and accessible public consultations.

The sitting was chaired by Committee Chairman Dr Aleksandar Martinovic.
