58th Sitting of the Committee on Finance, State Budget and Control of Public Spending

At the sitting held on 15 December 2021, the members of the Committee on Finance, State Budget and Control of Public Spending considered the following:


  1. Anti-Corruption Agency 2020 Activity Report;
  2. Bill on the Capital Market, submitted by the Government, in principle;
  3. Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government, in principle;
  4. Bill amending and modifying the Law on the Establishment of the Second Guarantee Scheme as an Additional Economic Support Measure to Mitigate the Prolonged Negative Impact of the COVID-19 Disease caused by the SARS-CoV-2 Virus, submitted by the Government, in principle;
  5. Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for the Construction of the State Road of 1B category no.27 Loznica - Valjevo - Lazarevac, section Iverak - Lajkovac (intersection on the highway E-763 Belgrade - Pozega), between the Export-Import Bank of China, as the Lender and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance, as the Borrower, submitted by the Government, and
  6. Bill on the Confirmation of the Framework Loan Agreement LD 2079 (2021) between the Council of Europe Development Bank and the Republic of Serbia for the University Infrastructure Project Loan, submitted by the Government.
The Anti-Corruption Agency 2020 Activity Report was presented by deputy director Dejan Damjanovic who said of the 292,579,000.00 RSD allocated in operating funds, 276,436,247.35 RSD were spent which is 94.48% of the total funds approved. The rest was returned into the Republic budget, said Damjanovic.

The Committee members unanimoulsy proposed that the National Assembly accept the Anti-Corruption Agency 2020 Activity Report in the form of a conclusion proposal.

The Committee went on to consider the bills listed as items 2 to 6 on the agenda, presented on behalf of the Ministry of Finance by Sonja Talijan and Ognjen Popovic, assistants to the minister

Following a brief discussion, the Committee members unanimously proposed that the National Assembly accept said bills.

The sitting was chaired by Committee Chairperson Dr Aleksandra Tomic and attended by the following Committee members and deputy members: Ugljesa Markovic, Ana Carapic, Ana Beloica, Dr Muamer Bacevac, Bratimir Vasiljevic, Adrijana Pupovac, Veroljub Arsic, Zoran Bojanic, Olivera Pesic and Dr Boban Birmancevic.
