36th Sitting of the Defence and Internal Affairs Committee

At the sitting held on 16 June, the members of the Defence and Internal Affairs Committee discussed the Bill on Flammable and Combustible Liquids, in principle, Bill on Anti-Hail Protection, in principle, and the Bill on the Confirmation of the Military-Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation.


The representatives of the Ministry of Interior presented the bills on Flammable and Combustible Liquids and on Anti-Hail Protection to the MPs.

The Bill on Flammable and Combustible Liquids needs to be passed because there was no way to amend the existing Law since it required changing 50% of the text. The Bill defines new categories in accordance with European norms in the field.

Following a short discussion, the Committee members unanimously accepted the Bill, in principle.

The Bill on Anti-Hail Protection was presented by Milorad Todorovic, State Secretary at the Ministry of Interior, who said that the Bill finally regulates the field of anti-hail protection after 23 years. Until now, anti-hail protection was exclusively the state’s duty, and in 2011 became part of the Ministry of Interior’s scope, while the realisation remained in the purview of the Hydrometeorological Service. The Bill consolidates the anti-hail protection system, centralises it and clearly divides the responsibilities and duties between the state, local self-governments and provincial authorities. It also regulates and clearly defines the funding of anti-hail protection. No anti-hail protection system, even in the most developed of states, gives 100% protection, but rather about 70%, which is what this Bill promises.

Following a short discussion, the Committee members accepted the Bill, in principle, by majority vote.

The Bill on the Confirmation of the Military-Technical Cooperation Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation was presented by Zoran Djordjevic, State Secretary at the Ministry of Defence. He said that the Agreement signed in 2014 means cooperation between the governments of Serbia and Russia from the delivery of armaments and military equipment to making special agreements to develop military-technical cooperation. The Agreement also means establishing an intergovernmental commission, and is valid for 5 years and clearly defines how the term of the contract can be extended.

The Committee members accepted the Bill by majority vote as well.
