24th Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting held on 18 November, the members of the Committee on the Judiciary, Public Administration and Local Self-Government deliberated on six items on the agenda for the Eighth Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2014.


The Committee members discussed the Bill on Protection of Whistleblowers, in principle, and the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and Bosnia and Herzegovina, submitted by the Government. Radomir Ilic, State Secretary at the Ministry of Justice, provided the rationale for the bills.
Elaborating the Bill on Protection of Whistleblowers, Ilic said that it was part of the Government’s anti-corruption measures and enabled the citizens to take active part in the anti-corruption struggle, without any consequences and under court protection.
Following a short debate, the Committee members decided to propose that the National Assembly accept the Bill on Protection of Whistleblowers, in principle, and the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and Bosnia and Herzegovina, submitted by the Government.
The Committee members went on to discuss the Proposal of the Decision on the election of court presidents, Proposal of the Decision on the election of judges to judicial office for the first time of 23 September 2014, Proposal of the Decision on the election of judges to judicial office for the first time of 14 October 2014 and the Proposal of the Decision on the election of judges to judicial office for the first time of 14 November 2014, submitted by the High Judicial Council. The decision proposals were elaborated by Vice-President of the High Judicial Council Miroljub Tomic.
Speaking of the Proposal of the Decision on the election of court presidents Tomic said that the High Judicial Council Commission interviewed 30 candidates and submitted eight to the National Assembly – for president of the Basic Court in Dimitrovgrad, president of the Basic Court in Zrenjanin, president of the Basic Court in Lebane, president of the Basic Court in Sid, president of the Magistrates Court in Pancevo, president of the Magistrates Court in Trstenik and president of the Magistrates Court in Cacak.
The Vice-President of the High Judicial Council said that the Proposal of the Decision on the election of judges to judicial office for the first time of 23 September 2014 concerns the election of judges for the Administrative Court, economic courts in Novi Sad, Pancevo and Zajecar and the Basic Court in Vrbas. He explained that the Proposal of the Decision on the election of judges to judicial office for the first time of 14 October 2014 concerns the election of judges for the Economic Court in Zajecar and the Economic Court in Pozarevac. Tomic went on to explain that the Proposal of the Decision on the election of judges to judicial office for the first time of 14 November 2014 concerns the election of judges for the First Basic Court in Belgrade.
The Committee members decided to propose that the National Assembly accept the Proposal of the Decision on the election of court presidents, Proposal of the Decision on the election of judges to judicial office for the first time of 23 September 2014, Proposal of the Decision on the election of judges to judicial office for the first time of 14 October 2014 and the Proposal of the Decision on the election of judges to judicial office for the first time of 14 November 2014, submitted by the High Judicial Council.
