23rd Sitting of the Culture and Information Committee
At the sitting held on 7 April, the members of the Culture and Information Committee reviewed the Information on the privatisation of Avala Film.
Opening the sitting, Committee Chairperson Vesna Marjanovic said that it of paramount importance to protect the public interest and cultural property of Avala Film in the announced privatisation process.
Committee member Srdjan Dragojevic suggested that, if it proves impossible to maintain the function of Avala Film in the privatisation process, then the estate should be repurposed, and appealed to the relevant authorities to join the efforts to preserve the cultural heritage of Avala Film.
The manager of the bankruptcy project Dejan Milovanovic explained the Avala Film has filed bankruptcy, which is in the purview of the Belgrade Commercial Court, considering that Avala Film has for three years failed to meet its obligations.
The other participants of the discussion, representatives of the Yugoslav Film Archive, Serbia Film Centre and the Association of Film Artists of Serbia were unanimous in their position that the Avala Film archives should be protected by being awarded the status of cultural heritage.
Committee Chairperson Vesna Marjanovic suggested setting up a task group to draft a plan of dealing with relevant authorities so as to most adequately address protection of the Avala Film archives. She proposed that the task group comprise the Committee Chairperson and two Committee members, and that all necessary consultation be conducted with the other Committee members and lawyers.
The Committee then proceeded to discuss the initiative to amend Article 7, paragraph1, item 6) of the Law on Public Procurement in the field of culture.
The President of the Association of Professional Publishers of Serbia Zoran Hamovic informed the Committee on the Association’s initiative to amend the Article of the Law so as to prevent manipulations in the public procurement procedures. He said that the existing Law harms the reading public, librarians and publishers, adding that libraries lack the appropriate stock and those which are fully stocked have been stocked by unacceptable means.
The initiative to amend Article 7, paragraph1, item 6) of the Law on Public Procurement in the field of culture was also submitted by the Ministry of Culture and Media, represented at the Committee sitting by Ministry Secretary Igor Jovicic.
The Committee members agreed that additional consultations need to be completed so as to come up with clear public procurement procedures for cultural institutions, considering that amendments to the Law on Public Procurement are planned to be completed by the end of the year.
Representatives of the Ministry of Finance, Public Procurement Administration and the National Library of Serbia also took part in the debate.
