17th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

The 17th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015 was convened for Friday, 25 September 2015, at the request of the Government of the Republic of Serbia, starting at 11 am.


The request to hold the session specified the following agenda:

1. Bill amending and modifying the Value Added Tax Law,
2. Bill amending and modifying the Law on Republic Administrative Fees,
3. Bill amending the Mortgage Law,
4. Bill on the Confirmation of the LD 1764 (2012) Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia.

The National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on all the items on the agenda.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 - 4 on the agenda.

The bills were elaborated by Minister of Finance Dr Dusan Vujovic.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2, 3 and 4 on the agenda.

On the second day of the proceedings, 28 September, the National Assembly completed a debate in detail on the Bill amending and modifying the Value Added Tax Law and the Bill amending and modifying the Law on Republic Administrative Fees.

As the National Assembly completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Monday, 28 September 2015, as Voting Day on all the items on the agenda for the 17th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 6.30 pm.

Voting Day

On Voting Day, 28 September, by majority vote, the National Assembly passed the Bill amending and modifying the Value Added Tax Law, Bill amending and modifying the Law on Republic Administrative Fees, Bill amending the Mortgage Law, and the Bill on the Confirmation of the LD 1764 (2012) Framework Loan Agreement between the Council of Europe Development Bank and the Republic of Serbia.

Afterwards, National Assembly Speaker Maja Gojkovic reminded the MPs that the President of Serbia had returned the Law on Special Conditions of Sale of Certain Real Estate Owned by the Republic of Serbia to the National Assembly for a new ruling. The National Assembly accepted the proposal of the President of Serbia to rule again on the Law. The National Assembly Speaker called for a ruling on the Law on Special Conditions of Sale of Certain Real Estate Owned by the Republic of Serbia, in principle. The National Assembly did not accept the Law, in principle.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 17th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
