16th Sitting of the Committee on the Judiciary, Public Administration and Local Self-Government

At the sitting held on 20 December, the Committee on the Judiciary, Public Administration and Local Self-Government considered the Bill amending and modifying the Criminal Code, in detail.
Out of a considerable number of amendments submitted by the MPs, the Government accepted six. Based on the public debate and the debate it conducted in principle, the Committee formulated three amendments and proposed that the National Assembly accept them.


The Committee members pointed out that in article 138 of the Criminal Code, the deletion of which had been proposed by article 13 of the Bill, the existing paragraph 3 should be kept and amended. The amendment proposed a higher degree of criminal law protection to all judges, prosecutors and their deputies and lawyers, police officers and persons performing duties of public importance in the sphere of information, in view of the degree of danger they have been exposed to lately. In addition, article 138 of the Criminal Code proposes an amendment of the existing penalties.
At the request of judiciary authorities, the Committee also formulated an amendment delaying the coming into force of the provisions of the Bill stipulating amendments to articles 234 and 359 of the Criminal Code. It also formulated an amendment raising the minimum sentence for unauthorized procurement of weapons from one to two years, so as to avoid a possible suspended sentence for the offense.
Neither the Committee nor the Government accepted any of the amendments the MPs had submitted to the Bill amending and modifying the Criminal Code.
