16th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of the Government, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Wednesday, 2 February 2022, starting at 10 am.


The following agenda was adopted for the session:

  1. Bill on the Election of the President of the Republic;
  2. Bill on the Election of Members Parliament;
  3. Bill on Local Elections;
  4. Bill on Financing Political Activities;
  5. Bill amending the Law on Prevention of Corruption;
  6. Bill amending the Civil Procedure Law;
  7. Bill on Social Entrepreneurship;
  8. Bill amending the Law on Salaries of Civil Servants and General Service Employees;
  9. Bill amending the Law on Items of General Use;
  10. Bill on Weapons and Ammunition;
  11. Bill of Giving Guarantees of the Republic of Serbia for the BANCA INTESA AD BELGRADE, RAIFFEISEN BANCA AD BELGRADE, KOMERCIJALNA BANKA AD BELGRADE, SBERBANK SERBIA AD BELGRADE, OTP BANKA SERBIA JOINT STOCK COMPANY NOVI SAD AND NOVA LJUBLJANSKA BANKA DD LJUBLJANA for payment of Liabilities of the Public Company “Srbijagas” Novi Sad;
  12. Bill on the Confirmation of the Agreement Establishing the International Investment Bank;

Bill on the Confirmation of the EUR 400,000,000 MIGA Facility Agreement between the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower and J.P. Morgan AG as Agent and JPMorgan Chase Bank, N.A., London Branch as Initial Mandated Lead Arranger and Credit Agricole Corporate and Investment Bank, Raiffeisen Bank International AG and Santander Bank N.A. as Mandated Lead Arrangers and CaixaBank, S.A. and UBS Switzerland AG as Lead Arrangers and Banco Santander, S.A., CaixaBank, S.A., Credit Agricole Corporate and Investment Bank, JPMorgan Chase Bank, N.A., London Branch, Raiffeisen Bank International AG and UBS Switzerland AG as Original Lenders relating to a senior unsecured term loan facility to finance the provision of certain construction services by Bechtel Enka UK Limited, operating in Serbia through Bechtel Enka UK Limited Ogranak Beograd to Koridori Srbije d.o.o. Beograd in relation to the construction of the Infrastructure Corridor E-761 highway section Pojate-Preljina (the Morava Corridor);

Bill on the Confirmation of the Facility Agreement China Export & Credit Insurance Corporation insured facility of up to EUR 203,775,000 to finance the Phase 1 of the Project for the Treatment and Disposal of Urban Waste Water from the Central Area in Belgrade between the Republic Of Serbia, represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance as Borrower, BNP PARIBAS SA and UNICREDIT BANK AG as Arrangers, UNICREDIT BANK AG, BNP PARIBAS FORTIS SA/NV and BNP PARIBAS SA as Original Lenders, UNICREDIT BANK AG as Agent and BNP PARIBAS SA as ECA Agent;
  15. Bill on the Confirmation of the Loan Agreement (Serbian Climate Resilience And Irrigation Programme – Phase II) between the Republic of Serbia and the European Bank for Reconstruction And Development;
  16. Bill on the Confirmation of the Loan Agreement Solid Waste Program in Serbia, between the Republic of Serbia and the European Bank for Reconstruction and Development;
  17. Bill on the Confirmation of the Credit Facility Agreement no. CRS 1022 01 A between the French Development Agency (Agence Française De Developpement), as the Lender, and the Republic of Serbia, as the Borrower, for the implementation of the Solid Waste Programme in Serbia;
  18. Bill on the Confirmation of the Loan Agreement (Rural Broadband Rollout 2 Project) between the Republic of Serbia and the European Bank for Reconstruction and Development;
  19. Bill on the Confirmation of the EUR 203,400,928 Term Facility Agreement between the Republic of Serbia, represented by the Government of the Republic of Serbia, acting through the Ministry of Finance, as the Borrower, arranged by BANK OF CHINA SRBIJA AD BELGRADE as Mandated Lead Arranger with BANK OF CHINA LIMITED HUNGARIAN BRANCH acting as Agent and BANK OF CHINA LIMITED HUNGARIAN BRANCH as Original Lender;
  20. Bill on the Confirmation of the Preferential Buyer Credit Loan Agreement on the Fast Road Novi Sad-Ruma ("Fruskogorski Corridor") Project between the Government of the Republic of Serbia represented by the Ministry of Finance as Borrower and the Chinese Export-Import Bank as Lender;
  21. Bill on the Confirmation of the Framework Loan Agreement LD 2106 (2021) between the Council of Europe Development Bank and the Republic of Serbia for the Dual Education Training Centre Project Loan;
  22. Bill on the Confirmation of the EU-Serbia Stabilisation and Association Council Decision No 1/2021 amending the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Serbia, of the other part, replacing its Protocol 3 on definition the concept of "originating products" and methods of administrative cooperation;
  23. Proposal of the Decision on the election of members of the National Council for Higher Education and
  24. Proposal of the Decision on the appointment of members of the Management Board of the National Entity for Accreditation and Quality Assurance in Higher Education.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 11 and a joint single debate on items 12 to 22, as well as on items 23 and 24 on the agenda.

On behalf of the submitter, the bills were presented by Minister of Public Administration and Local Self-Government Marija Obradovic and Minister of Labour, Employment, Veteran and Social Affairs Darija Kisic Tepavcevic.

In the course of the workday, at the proposal of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, the National Assembly noted the termination of the term of office of MP Samira Cosovic before the expiry of the term she was elected for, on the day she tendered her resignation.

By the end of the day the National Assembly concluded the joint debate in principle on items 1 to 11 on the agenda.

On the second day of the proceedings, 3 February 2022, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Milija Miletic, Rozalia Okresz, Dr Vesna Ivkovic and Dr Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced the joint single debate on items 12 to 22 on the agenda.

On behalf of the submitter, the bills were presented by Deputy Prime Minister and Minister of Agriculture Branislav Nedimovic.

By the end of the day the National Assembly completed the joint single debate on items 12 to 22 on the agenda.

On the third day of the proceedings, 4 February 2022, the National Assembly commenced the joint single debate on the Proposal of the Decision on the election of members of the National Council for Higher Education and the Proposal of the Decision on the appointment of members of the Management Board of the National Entity for Accreditation and Quality Assurance in Higher Education.

The decision proposals were presented by First Deputy Prime Minister and Minister of Education, Science and Technological Development Branko Ruzic as authorised representative of the submitter.

The MPs completed and concluded the joint single debate on items 23 and 24 on the agenda.

The National Assembly went on to commence and by the end of the day complete a debate in detail on the Bill on the Election of the President of the Republic, Bill on the Election of Members Parliament, Bill on Local Elections, Bill on Financing Political Activities and the Bill amending the Law on Prevention of Corruption.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, National Assembly Deputy Speaker Dr Vladimir Orlic set Friday, 4 February 2022, as Voting Day on all the items on the agenda of the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 6 pm.

On Voting Day, 4 February 2022, by majority vote, the National Assembly passed the Bill on the Election of the President of the Republic, Bill on the Election of Members Parliament, Bill on Local Elections, Bill on Financing Political Activities, Bill amending the Law on Prevention of Corruption, Bill amending the Civil Procedure Law, Bill on Social Entrepreneurship, Bill amending the Law on Salaries of Civil Servants and General Service Employees, Bill amending the Law on Items of General Use, Bill on Weapons and Ammunition and the Bill of Giving Guarantees of the Republic of Serbia for the BANCA INTESA AD BELGRADE, RAIFFEISEN BANCA AD BELGRADE, KOMERCIJALNA BANKA AD BELGRADE, SBERBANK SERBIA AD BELGRADE, OTP BANKA SERBIA JOINT STOCK COMPANY NOVI SAD AND NOVA LJUBLJANSKA BANKA DD LJUBLJANA for payment of Liabilities of the Public Company “Srbijagas” Novi Sad.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Deputy Speaker Dr Vladimir Orlic concluded the 16th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
