14th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021

The Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 14th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, for Tuesday, 21 December 2021, starting at 10 am.



Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Djordje Milicevic, Amela Lukac Zoranic and Prof. Dr Ljubisa Stojmirovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

  1. Bill on Innovation Activity, submitted by the Government;
  2. Bill amending and modifying the Law on Educational Inspection, submitted by the Government;
  3. Bill amending and modifying the Law on Primary Education, submitted by the Government;
  4. Bill amending and modifying the Law on Foundations of the Education System, submitted by the Government;
  5. Bill amending and modifying the Law on Preschool Education, submitted by the Government;
  6. Bill amending and modifying the Law on Secondary Education, submitted by the Government;
  7. Bill on the Capital Market, submitted by the Government;
  8. Bill amending and modifying the Law on Electronic Invoicing, submitted by the Government;
  9. Bill amending and modifying the Law on the Establishment of the Second Guarantee Scheme as an Additional Economic Support Measure to Mitigate the Prolonged Negative Impact of the COVID-19 Disease caused by the SARS-CoV-2 Virus, submitted by the Government;
  10. Bill amending and modifying the Law on Special Authorities for the Sake of Efficient Protection of Intellectual Property Rights, submitted by the Government;
  11. Bill on Cultural Heritage, submitted by the Government;
  12. Bill amending and modifying the Law on Electronic Media, submitted by the Government;
  13. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the Participation of the Republic of Serbia in the Creative Europe Programme (2021-2027), submitted by the Government;
  14. Bill on the Confirmation of the Framework Loan Agreement LD 2079 (2021) between the Council of Europe Development Bank and the Republic of Serbia for the University Infrastructure Project Loan, submitted by the Government;
  15. Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for the Construction of the State Road of 1B category no.27 Loznica - Valjevo - Lazarevac, section Iverak - Lajkovac (intersection on the highway E-763 Belgrade - Pozega), between the Export-Import Bank of China, as the Lender and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance, as the Borrower, submitted by the Government;
  16. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Cambodia on Visa Abolition Diplomatic and Service Passport for Holders, submitted by the Government;
  17. List of Candidates for a member of the Council of the Regulatory Body for Electronic Media, submitted by the Culture and Information Committee;
  18. List of Candidates for a member of the Council of the Regulatory Body for Electronic Media, submitted by the Culture and Information Committee;
  19. Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media, submitted by the Government, and
  20. Bill amending and modifying the Law on Public Service Media, submitted by the Government.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 1 to 6 and items 11, 12, 13, 19 and 20 on the agenda; joint debate in principle and single debate on items 7 to 10; joint debate in principle and single debate on items 14 to 16 and a joint single debate on items 17 to 18 on the agenda.

The National Assembly then commenced the joint debate in principle and single debate on items 1 to 6 and items 11, 12, 13, 19 and 20 on the agenda, presented by deputy prime ministers - Minister of Education, Science and Technological Development Branko Ruzic and Minister of Culture and Information Maja Gojkovic as representatives of the submitter.

By the end of the day, the National Assembly concluded the joint debate in principle and single debate on said items on the agenda.

On the second day of the proceedings, 22 December 2021, the National Assembly commenced the joint debate in principle and single debate on items 7 to 10 and 14 to 16 on the agenda.

The bills were presented by Minister of Finance Sinisa Mali and Minister of Economy Andjelka Atanaskovic.

National Assembly Speaker Ivica Dacic took the opportunity to greet the delegation of the Turkish Grand National Assembly, headed by Speaker Mustafa Sentop, in official visit to the Republic of Serbia, who watched part of the sitting from the gallery of the Grand Hall.

In the course of the sitting the National Assembly completed the joint debate in principle and single debate on the Bill on the Capital Market, Bill amending and modifying the Law on Electronic Invoicing, Bill amending and modifying the Law on the Establishment of the Second Guarantee Scheme as an Additional Economic Support Measure to Mitigate the Prolonged Negative Impact of the COVID-19 Disease caused by the SARS-CoV-2 Virus, Bill amending and modifying the Law on Special Authorities for the Sake of Efficient Protection of Intellectual Property Rights, Bill on the Confirmation of the Framework Loan Agreement LD 2079 (2021) between the Council of Europe Development Bank and the Republic of Serbia for the University Infrastructure Project Loan, Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for the Construction of the State Road of 1B category no.27 Loznica - Valjevo - Lazarevac, section Iverak - Lajkovac (intersection on the highway E-763 Belgrade - Pozega), between the Export-Import Bank of China, as the Lender and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance, as the Borrower and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Cambodia on Visa Abolition Diplomatic and Service Passport for Holders.

For the remainder of the day, the National Assembly then conducted the joint single debate on items 17 to 18 on the agenda – candidate lists for a member of the Council of the Regulatory Body for Electronic Media.

On the third day of the proceedings, 23 December 2021, the National Assembly commenced and by the end of the day completed the debate in detail on the Bill amending and modifying the Law on Foundations of the Education System, Bill on the Capital Market, Bill amending and modifying the Law on Electronic Media and the Bill amending and modifying the Law on Secondary Education.

As the National Assembly had completed the debate in principle and in detail on all the items on the agenda, the Chair, National Assembly Deputy Speaker Dr Vladimir Orlic, set Thursday, 23 December 2021, as Voting Day on all the items on the agenda of the 14th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 6 pm.

Voting Day

On Voting Day, 23 December 2021, by majority vote, the National Assembly passed the Bill on Innovation Activity, Bill amending and modifying the Law on Educational Inspection, Bill amending and modifying the Law on Primary Education, Bill amending and modifying the Law on Foundations of the Education System, Bill amending and modifying the Law on Preschool Education, Bill amending and modifying the Law on Secondary Education, Bill on the Capital Market, Bill amending and modifying the Law on Electronic Invoicing, Bill amending and modifying the Law on the Establishment of the Second Guarantee Scheme as an Additional Economic Support Measure to Mitigate the Prolonged Negative Impact of the COVID-19 Disease caused by the SARS-CoV-2 Virus, Bill amending and modifying the Law on Special Authorities for the Sake of Efficient Protection of Intellectual Property Rights, Bill on Cultural Heritage, Bill amending and modifying the Law on Electronic Media, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the European Union on the Participation of the Republic of Serbia in the Creative Europe Programme (2021-2027), Bill on the Confirmation of the Framework Loan Agreement LD 2079 (2021) between the Council of Europe Development Bank and the Republic of Serbia for the University Infrastructure Project Loan, Bill on the Confirmation of the Loan Agreement (Loan for Contracting Foreign Construction Project) for the Construction of the State Road of 1B category no.27 Loznica - Valjevo - Lazarevac, section Iverak - Lajkovac (intersection on the highway E-763 Belgrade - Pozega), between the Export-Import Bank of China, as the Lender and the Republic of Serbia represented by the Government of the Republic of Serbia acting by and through the Ministry of Finance, as the Borrower, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Cambodia on Visa Abolition Diplomatic and Service Passport for Holders.

By majority vote, the MPs elected Radoje Kujovic member of the Council of the Regulatory Body for Electronic Media, at the proposal of associations dealing with freedom of expression and the protection of children.

Also by majority vote, the MPs elected Dr Nemanja Tasic member of the Council of the Regulatory Body for Electronic Media, at the proposal of universities accredited in the Republic of Serbia.

The National Assembly also passed the Bill amending the Law on Temporary Regulation of Payment of Fees for the Public Service Media and the Bill amending and modifying the Law on Public Service Media.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, the Chair, National Assembly Speaker Ivica Dacic, concluded the 14th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021.
