Before commencing the proceedings, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Jahja Fehratovic, Dr Emese Uri, Stefan Krkobabic, Snezana Paunovic and Prof. Dr Vladimir Marinkovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly proceeded to adopt the following agenda:

The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle on items 1 to 4 and a joint debate in principle and single debate on items 5 to 7 on the agenda.

The MPs then commenced the joint debate in principle on items 1 to 4 on the agenda, presented by Minister of Public Administration and Local Self-Government Marija Obradovic.

By the end of the day the National Assembly concluded the joint debate in principle on items 1 to 4 on the agenda.

On the second day of the proceedings, 8 December 2021, the National Assembly commenced the joint debate in principle and single debate on items 5 and 7 on the agenda.

The Bills were presented by Minister of Economy Andjelka Atanaskovic.

In the course of the sitting, based on the Decision of the Republic Electoral Commission and the Report of the Committee on Administrative, Budgetary, Mandate and Immunity Issues, pursuant to Article 27 paragraph 5 of the Law on Election of MPs, the National Assembly noted the verification of the term of office of MP Ratko Nikolic, elected from the IVICA DACIC – “Socialist Party of Serbia (SPS), United Serbia (JS) – Dragan Markovic Palma” Electoral List, after which the new MP took the oath of office.

By the end of the day the National Assembly completed the joint debate in principle and single debate on the Bill amending and modifying the Law on Patents, the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of Mongolia on Trade and Economic Cooperation and the Bill on Granting Guarantee of the Republic of Serbia in Favour of Banca Intesa AD Belgrade and Raiffeisen bank a.d. for the Borrowing of Public Company "Srbijagas" Novi Sad under the Loan Agreement to Strengthen Transport Capacities of Gas Pipelines in the Republic of Serbia.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic, set Wednesday, 8 December 2021, as Voting Day on all the items on the agenda of the 11th Sitting of the Second Regular Session of the National Assembly of the Republic of Serbia in 2021, starting at 5.40 pm.

Voting Day

On Voting Day, 8 December 2021, by majority vote, the National Assembly passed the Bill amending the Law on Public Service Employees, Bill amending the Law on Salary System of Public Sector Employees, Bill amending the Law on Salaries of Employees of Public Agencies and Other Organizations Founded by the Republic of Serbia, Autonomous Province or Local Self-Government Unit and the Bill amending the Law on Salaries of Civil Servants and General Service Employees in Bodies of Autonomous Provinces and Local Self-Government Units.
