11th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature

At the request of 237 MPs, the Speaker of the National Assembly of the Republic of Serbia Ivica Dacic convened the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, for Tuesday, 7 September 2021, starting at 10 am.


Before commencing the session proper, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Rozalia Okresz, Samir Tandir, Dr Muamer Bacevac, Stefan Krkobabic, Djordje Milicevic and Ugljesa Mrdic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The agenda for the session was set in the request of the 237 MPs:

  1. Consumer Protection Bill, submitted by the Government;
  2. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco on Cooperation in the Field of Defence, submitted by the Government;
  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Establishment and Conditions of Activity of Cultural-Information Centres, submitted by the Government;
  4. Bill on the Confirmation of the Framework Loan Agreement LD 2070 (2020) between the Council of Europe Development Bank and the Republic of Serbia Student for Housing Project Loan, submitted by the Government;
  5. Bill on the Confirmation of the Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, submitted by the Government;
  6. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Cooperation in the Field of Defence, submitted by the Government;
  7. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Amendments to the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Visa Abolition for Their Citizens, submitted by the Government;
  8. Proposal of the Decision on the election of a Vice-Governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia;
  9. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group” and
  10. Proposal of the Decision amending the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint single debate on items 2, 3, 4, 5, 6 and 7 and a joint single debate on items 8, 9 and 10 on the agenda.

The National Assembly conducted and concluded a debate in principle on the first item on the agenda - the Consumer Protection Bill, presented by Minister of Trade, Tourism and Telecommunications Tatjana Matic.

On the second day of the proceedings, 8 September 2021, the National Assembly completed a joint single debate on items 2 through 7 on the agenda.

On behalf of the submitter the bills were presented by Minister of Environmental Protection Irena Vujovic.

On the third day of the proceedings, 9 September 2021, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Shaip Kamberi, Milija Miletic, Jelena Mihailovic, Stefan Krkobabic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced the joint single debate on items 8, 9 and 10 on the agenda - the Proposal of the Decision on the election of a Vice-Governor of the National Bank of Serbia, submitted by the Governor of the National Bank of Serbia, and two decision proposals to amend the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group.

The session was attended by the Governor of the National Bank of Serbia Dr Jorgovanka Tabakovic who presented item 8.

In the continuation the MPs considered the Consumer Protection Bill in detail.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Speaker Ivica Dacic set Thursday, 9 September 2021, as Voting Day on all the items on the agenda of the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature, starting at 5.20 pm.

Voting Day

On Voting Day, 9 September 2021, the National Assembly adopted the Consumer Protection Bill, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Kingdom of Morocco on Cooperation in the Field of Defence, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on the Establishment and Conditions of Activity of Cultural-Information Centres, Bill on the Confirmation of the Framework Loan Agreement LD 2070 (2020) between the Council of Europe Development Bank and the Republic of Serbia Student for Housing Project Loan, Bill on the Confirmation of the Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Cooperation in the Field of Defence, and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Amendments to the Agreement between the Government of the Republic of Serbia and the Cabinet of Ministers of Ukraine on Visa Abolition for Their Citizens.

The National Assembly elected Dr Ana Ivkovic Vice-Governor of the National Bank of Serbia and the National Assembly Speaker congratulated her on behalf of the MPs and himself and wished her success.

The MPs also adopted the decision proposals to amend the Decision on the Election of Members and Deputy Members of the Committees of the National Assembly of the Republic of Serbia, submitted by the “Aleksandar Vucic – For Our Children” Parliamentary Group.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Ivica Dacic concluded the 11th Extraordinary Session of the National Assembly of the Republic of Serbia, 12th Legislature.
