Who promulgates the law if the President of the Republic neither issues a decree on promulgation nor demands a second vote on the law?

If the President of the Republic neither issues a decree on promulgation within the period of time set in the Constitution, not demands that the National Assembly vote again on the law it had adopted, then the law is promulgated by the Speaker of the National Assembly.
