Twelfth Extraordinary Session of the National Assembly in 2011

At the request of the Government of the Republic of Serbia, the Speaker of the National Assembly, Prof. Dr Slavica Djukic-Dejanovic, convened the Twelfth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011, for Monday, 12 September 2011, starting at 12 p.m.


The request to hold the session specified the following agenda:

1. Criminal Procedure Bill, submitted by the Government;

2. Civil Procedure Bill, submitted by the Government;

3. Rehabilitation Bill, submitted by the Government;

4. Bill on Protection of Business Secrets, submitted by the Government;

5. Proposal of the Decision on remuneration for work performed at the National Council for Higher Education, submitted by the Administrative Committee of the National Assembly and

6. Proposal of the Decision on remuneration for work performed at the Accreditation and Quality Assurance Commission, submitted by the Administrative Committee of the National Assembly.

The National Assembly accepted the proposal to complete a joint debate on the Proposal of the Decision on remuneration for work performed at the National Council for Higher Education and Proposal of the Decision on remuneration for work performed at the Accreditation and Quality Assurance Commission.

In the continuation, the National Assembly conducted and concluded a debate in principle on the Criminal Procedure Bill. The Bill was elaborated by Minister of Justice Snezana Malovic.

On the second day of work, 13 September, the National Assembly conducted a debate in principle the Civil Procedure Bill, elaborated by Minister of Justice Snezana Malovic.

Before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, Milan Dimitrijevic, Branislav Mitrovic, Dragan Todorovic, Kenan Hajdarevic and Munir Poturak requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

By the end of the day the National Assembly had concluded the debate in principle on the Civil Procedure Bill.

At the beginning of the third day of work, 14 September, the Chair, National Assembly Deputy Speaker Gordana Comic informed the MPs that the Government had decided to withdraw the Rehabilitation Bill from procedure.

The National Assembly conducted and concluded a debate on the Bill on Protection of Business Secrets, in principle.

On the fourth day of work, 15 September, the National Assembly conducted and concluded a joint unified debate on the Proposal of the Decision on remuneration for work performed at the National Council for Higher Education and the Proposal of the Decision on remuneration for work performed at the Accreditation and Quality Assurance Commission.

At the beginning of the proceedings, the heads i.e. authorised representatives of the parliamentary groups, Vladimir Milentijevic, Zoran Ostojic, Zoran Antic, Dragan Todorovic, Miroslav Markicevic and Zika Gojkovic requested information and explanations in line with article 286 of the National Assembly Rules of Procedure.

After recess the National Assembly conducted a debate in detail on the Criminal Procedure Bill.

On the fifth day of work, 16 September, the National Assembly continued and concluded the debate in detail on the Criminal Procedure Bill.

After recess the National Assembly conducted a debate in detail on the Civil Procedure Bill.

On the sixth day of work, 19 September, the National Assembly continued and concluded the debate in detail on the Civil Procedure Bill.

After recess, the National Assembly completed a debate in detail on the Bill on Protection of Business Secrets.

As the National Assembly had completed the debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Gordana Comic, stated that the MPs would be subsequently informed of the continuation i.e. the Voting Day on all the items on the agenda for the Twelfth Extraordinary Session of the National Assembly in 2011.

Voting Day

On Voting Day, 26 September, by a majority of votes, the National Assembly adopted the Criminal Procedure Bill, Civil Procedure Bill and Bill on Protection of Business Secrets. In addition, it also adopted the Proposal of the Decision on remuneration for work performed at the National Council for Higher Education and Proposal of the Decision on remuneration for work performed at the Accreditation and Quality Assurance Commission.

The National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the discussion on all the items on the agenda for the session and ruled on them, National Assembly Speaker Prof. Dr Slavica Djukic-Dejanovic concluded the Twelfth Extraordinary Session of the National Assembly of the Republic of Serbia in 2011.
